This is a Notice of Intent to Award and selection memorandum from the City of Long Beach, California, regarding Request for Proposals (RFP) No. RFP PD-25-605 for polygraph examination services to support the Long Beach Police Department's pre-employment screening process. The RFP was released on June 10, 2025, and solicited proposals from qualified professionals and firms to provide comprehensive pre-employment polygraph services that ensure compliance with Peace Officer Standards and Training (POST) requirements. Three proposals were received by the July 22, 2025, deadline. The City evaluated all proposals against four primary criteria: Organizational Capacity & Experience, Method of Approach, Communications & Reporting, and Reasonableness of Cost. The evaluation committee assessed vendors' demonstrated competence, experience with law enforcement agencies, capacity to conduct 5-12 examinations daily, ability to provide organized narrative-format results, adherence to confidentiality requirements, flexibility to adjust examination formats, maintenance of professional office facilities, and capacity to manage high-volume examination periods during peak demand.

The City intends to award contracts to three vendors: Spectrum Polygraph Services of Lynwood, California (58% final score), True Polygraph of Upland, California (77% final score), and Truth Be Told Polygraph of Brea, California (94% final score). All three vendors met mandatory RFP requirements and were deemed responsive. No pricing information is disclosed in the selection documents. The notice, issued September 3, 2025, indicates that final award is contingent upon execution of a purchase order and that work shall not commence without a signed purchase order from the City of Long Beach.
