About this file
This document is the Local Preference Program attachment from a City of Long Beach solicitation template. The provision establishes a preference program designed to encourage local business participation in city contracts by awarding additional credit points to qualifying bidders.
The local preference program awards five extra credit percentage points to all businesses that maintain their principal place of business within the City of Long Beach and possess a current city business license and sellers permit, if applicable. An additional five percentage points are awarded to local businesses that operate from a brick and mortar or non-residential location, allowing qualified bidders to receive up to ten total extra credit points. Businesses seeking to claim local preference must certify their eligibility in Attachment C and provide copies of current business license and sellers permit documentation showing a place of business within city limits. Bidders must indicate whether their business location is residential or non-residential and provide the business license number, sellers permit number, and associated address. The certification section explicitly requires bidders to select either "yes" or "no" and prohibits leaving the section blank. Failure to properly complete and document local preference claims may result in ineligibility for the preference points.
