About this file

This is an editable narrative proposal template for the City of Long Beach's request for proposals to provide pre-employment polygraph examination services for the Long Beach Police Department. The RFP seeks qualified professionals, teams, or firms capable of conducting comprehensive polygraph screenings with the capacity to handle 100-125 examinations within a two-month period. Proposers must complete the template and submit it as their narrative proposal, addressing organizational capacity, experience, method of approach, and communications and reporting capabilities. The template requires proposers to demonstrate relevant experience conducting polygraph examinations for law enforcement or government agencies, provide examples of similar engagements, and detail staffing plans with key personnel qualifications. Out-of-state contractors must register with the California Secretary of State before contract execution.

The proposal template establishes specific performance metrics and requirements including a minimum of five examinations per day with capacity for up to twelve during peak periods, results submission within two days of completion, and maintenance of at least three certified examiners on staff. Proposers must address risk mitigation strategies, data security protocols, compliance with California and City regulations, equipment and technical standards, and communication and coordination procedures with the City. The template requires identification of any subcontractors, their qualifications, and proof of payment procedures. References from similar previous engagements and detailed workplans with timelines and milestones are required components of the submission. The template does not specify submission deadlines, award dates, contract terms, pricing requirements, or funding amounts within the document itself.
