About this opportunity
The City of Tucson is seeking qualified firms to establish an annual requirements contract for police patrol vehicles through Invitation for Bid (IFB) No. 226093. The procurement is divided into three distinct vehicle groups: Group 1 for full-size, four-door police service SUVs; Group 2 for mid-size, four-door, all-wheel-drive (AWD) police service SUVs; and Group 3 for hybrid, mid-size, four-door, AWD police service SUVs. The city currently maintains a fleet of approximately 1,000 police vehicles and anticipates ordering between 20 to 50 vehicles annually, with delivery required F.O.B. Destination to the Environmental and General Services Department - Fleet Services Division. Bidders must provide comprehensive specifications for each vehicle group, including detailed technical requirements for exterior design, interior features, engine specifications, and functional capabilities. The bid evaluation will focus on the lowest, most responsive, and responsible bidder, with the city reserving the right to make multiple awards per group. The pre-bid conference is scheduled for July 20, 2022, at 10:30 am via Microsoft Teams, with final bids due on September 21, 2022, at 2:00 pm local Arizona time.
The contract includes provisions that align with federal guidelines, particularly HUD Section 3 requirements, which emphasize providing employment and economic opportunities to low- and very low-income persons. While no specific set-aside designations are explicitly outlined, the bid documents suggest a preference for compliance with equal employment and diversity standards. The contract term is one year, with options to renew for four additional one-year periods, providing potential long-term opportunities for vendors. The city maintains flexibility in ordering, reserving the right to request different configurations, options, and sizes for each vehicle type. Pricing will be comprehensive, including all direct and indirect costs such as labor, overhead, materials, and associated expenses. Although specific budget ranges are not detailed, the anticipated annual vehicle procurement of 20 to 50 units suggests a potentially significant contract value. Vendors must provide precise vehicle details, including manufacturer and model information, with the potential for contract rejection if these specifications are not clearly articulated.
