About this opportunity

The City of St. Petersburg, Florida, issued Invitation for Bid (IFB-26-187) to procure comprehensive Uninterrupted Power Supply (UPS) maintenance and service for six Liebert VERTIV eXM UPS systems located at the St. Petersburg Police Department Headquarters Building at 1301 1st Avenue North. The procurement seeks a single qualified vendor to provide all-inclusive preventive maintenance services, battery replacement, corrective repairs, firmware upgrades, software programming, and emergency response capabilities. The scope of work encompasses all labor, materials, technical support, documentation, supervision, tools, equipment, replacement batteries, and vehicles necessary to troubleshoot and repair systems, program VERTIV eXM controls software, remove and replace failed components including power modules and batteries, and perform firmware upgrades. Deliverables include one annual preventive maintenance service per UPS system, replacement of batteries in two UPS systems per year over the three-year term, and 24-hour emergency services with a four-hour response time. Vendors must demonstrate a minimum of five years of experience providing UPS maintenance services, possess financial stability, obtain required insurance coverage (commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation as required by Florida law), own or have immediate access to necessary equipment, and complete all work without subcontractors. All employees must pass Level 2 background investigations conducted by the St. Petersburg Police Department, complete CJIS training, and obtain contractor visitor pass cards prior to site access. The initial contract term is three years with the City retaining the right to renew for two additional one-year periods under the same terms and conditions, subject to mutual written agreement. Submissions are due April 30, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with the deadline for submitting questions being April 15, 2026, and responses due by April 30, 2026.

The City of St. Petersburg has implemented a Business Enterprise (BE) participation requirement for this procurement, requiring prime contractors to document good faith efforts to achieve Business Enterprise participation through specific actions including conducting at least one monthly outreach event, documenting all solicited Business Enterprise quotes and proposals received, maintaining a list of contacted Business Enterprises determined to be unavailable with supporting documentation, attending outreach or networking events conducted by the Office of Supplier Development, and effectively utilizing services available through the Office of Supplier Development. Bidders failing to meet required Business Enterprise participation goals must submit Form B (Good Faith Efforts documentation) with supporting evidence of exhaustive efforts to secure Business Enterprise participation. Up to 80 percent of contract work may be subcontracted; however, the Scope of Services document indicates that all work shall be performed without subcontractors, creating a potential conflict in requirements that bidders should clarify. The City has identified two incumbent vendors: Vertiv Corporation with offices in Fort Lauderdale and Tampa, Florida, and Jantech UPS Service located in Odessa, Florida. The estimated cost for the initial three-year contract term is $110,110.00 based on the current contract with VERTIV. A bid bond equal to five percent of the total bid price is required at submission, with a performance bond equal to 100 percent of the bid amount required upon award. Successful bidders must be executed into a written agreement within ten consecutive calendar days after written notice of award.
