About this opportunity
The City of Austin is issuing an Invitation for Bids (IFB 8700 TJP1028) for a five-year police bicycles contract to supply law enforcement-grade patrol mountain bicycles and electric mountain bicycles to the Austin Police Department's Downtown Area Command and the Austin Parks and Recreation Department. The solicitation seeks 15 manual and 8 electric bikes annually for DTAC replacement, plus 8 manual and 8 electric bikes annually for Parks replacement, along with required accessories including water bottle cages, rear bike racks, headlights, taillights, bike bags, spare tubes, and cable locks. All bicycles must be delivered completely assembled, adjusted, serviced, and ready for operation with a minimum two-year warranty on frames and major components, and the contractor must furnish two complete tune-ups within the first 12 months and respond to service requests within 24 hours with repairs scheduled within 48 hours. The contract employs a competitive sealed bidding process with best value methodology; pricing must be fixed for the initial 12 months with potential economic price adjustments thereafter not exceeding 25 percent per line item based on the U.S. Bureau of Labor Statistics motorcycle, bicycle, and parts manufacturing index. A pre-offer meeting is scheduled for March 10, 2026, at 2:00 pm CT via Microsoft Teams; written questions are due by March 13, 2026, at 5:00 pm CT; and sealed bids must be submitted online via eResponse by March 31, 2026, at 2:00 pm CT, with offers opened at 3:00 pm CT the same day. Delivery must occur within 30 calendar days of order placement at APD Headquarters, 715 E 8th Street, Austin, Texas 78701, Monday through Friday, 8:00 am to 3:00 pm, with all freight and delivery costs the responsibility of the contractor.
The solicitation includes local business and small business preference opportunities for offerors with headquarters located within the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties) or those holding recognized small business certifications, with five percent price discounts available for bids up to $500,000 and three percent discounts for bids between $500,000 and $50 million; however, the contract does not establish Minority-Owned or Women-Owned Business Enterprise (MBE-WBE) goals or set-asides, though offerors using subcontractors must comply with the City's M/WBE Program procedures and demonstrate Good Faith Efforts to solicit certified M/WBE participation. Contractors must maintain key personnel throughout the engagement term as designated in the solicitation, with replacements requiring equivalent experience and City approval. Insurance requirements are mandatory, including Worker's Compensation with minimum limits of $100,000 per accident and $500,000 by disease policy, Commercial General Liability with minimum limits of $500,000 per occurrence, and Business Automobile Liability with combined single limits of $500,000 per occurrence, all issued by companies with A.M. Best ratings of B+VII or better. Offerors must submit at least three verifiable references demonstrating similar services provided within the last five years and must complete certifications regarding wage theft adjudication history, debarment status, absence of collusion, conflicts of interest, non-boycott compliance, and compliance with energy and firearms company non-discrimination requirements. No incumbent vendor or budget range has been identified in the solicitation documents.
