About this opportunity

Colorado Parks and Wildlife (CPW) is procuring water and irrigation system improvements for Navajo State Park (Project C15NJ1) located in Archuleta County, Colorado, through a competitive sealed bid process. The comprehensive project requires design and construction of a new water treatment facility, booster pump station, concrete partially buried water storage tank, new well house, monitoring well, access road, and associated infrastructure improvements. Deliverables include furnishing and installing submersible well pumps, chemical metering pumps, ion exchange water softening systems, vertical inline multistage pumps, instrumentation and process control systems with programmable logic controllers, variable frequency drives, motor control centers, safety switches, grounding systems, a 60 kW standby propane-fueled generator, fiber optic networking between control buildings, SCADA systems for remote monitoring, irrigation head gates, raw water and treated water PVC piping, five fire hydrants, electrical and mechanical systems, and comprehensive testing and commissioning. The work must be completed within 180 calendar days from the Notice to Proceed, with a mandatory pre-bid conference held on January 4, 2017 at 1:00 p.m. at the project site and bid opening scheduled for January 26, 2017 at 1:30 p.m. Qualified contractors must carry workers' compensation insurance, comprehensive general liability insurance with minimum limits of $1,000,000 Combined Single Limit, and comprehensive automobile liability insurance, with performance and labor and material bonds equal to 100 percent of the estimated contract price required for contracts exceeding $150,000. Bidders must examine all plans, specifications, and site conditions before submission, submit a 5 percent bid bond or certified check, and provide a W-9 form and SDVOSB certification if applicable.

Minority Business Enterprise (MBE) participation is required through good faith efforts, with bidders required to document MBE subcontractor and supplier participation, while Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs may receive a 5 percent bid preference. For projects exceeding $500,000, Colorado labor must comprise at least 80 percent of the work performed, or the bidder must provide written justification for the variance. The project is organized into nine base bid groups and three optional bid groups covering water treatment plant equipment, booster pump systems, distribution piping, site civil work, electrical and mechanical systems, building and architectural elements, concrete tank construction, and well improvements, with separate pricing required for each category. The project is funded 100 percent through cash resources, and all work is subject to the General Requirements and Covenants for Capital Construction established by the Colorado Department of Natural Resources Division of Parks and Outdoor Recreation, which mandate strict adherence to water quality standards, environmental protection measures, comprehensive submittals including shop drawings and product data, field quality control reports, operation and maintenance manuals, and coordination with existing water system operations and the local utility provider (La Plata Electric Association). Payment follows a lump-sum basis for mobilization with 50 percent paid at 10 percent completion and the remaining 50 percent upon equipment removal, along with partial monthly estimates for other work with 10 percent retainage until contract completion.
