Navajo State Park Water and Irrigation System Improvements
This specification document outlines the comprehensive construction project for the Navajo State Park Water and Irrigation System Improvements, administered by the Colorado Parks and Wildlife (CPW) division of the Department of Natural Resources. The project, identified as C15NJ1 with RQS 2017*621, encompasses the construction of a new water treatment facility, booster pump station, concrete water storage tank, wellhouse, monitoring well, access roads, and associated distribution piping and electrical systems. A mandatory pre-bid conference was scheduled for Wednesday, January 4, 2017, at 1:00 p.m., with bid opening on Thursday, January 19, 2017, at 1:30 p.m. The project scope includes process equipment installation (sodium hypochlorite metering pumps, water softening systems, chlorine analyzers), booster pump station construction with four Grundfos CR Series pumps, distribution piping in various sizes and materials (PVC and ductile iron), five fire hydrants, improvements to existing wells (installation of variable frequency drives and submersible pumps), and associated site development including new access roads, irrigation headgates, and yard piping for multiple service needs.
The contract requires the contractor to furnish all labor, materials, equipment, and incidental items necessary for complete project performance. Payment will be made on a lump-sum basis for mobilization, with 50 percent paid at 10 percent completion and the remaining 50 percent upon equipment removal from the site. Separate pricing is required for nine base bid groups covering process equipment and piping, booster pump systems, distribution piping and well improvements, site civil work for both the water treatment facility and wellhouse areas, residuals pond construction, electrical and mechanical systems, building and architectural elements, and the partially-buried concrete water tank. The project emphasizes strict adherence to water quality standards, environmental protection measures, and coordination with existing water system operations to maintain potable water supply throughout construction. Contractor responsibilities include obtaining all required permits (CDPHE approval, Colorado Department of Transportation permits, construction stormwater discharge permits), conducting equipment startup and commissioning, providing comprehensive testing and documentation, and maintaining detailed as-constructed records and record drawings upon project completion.

3. Existing Utilities
a. Colorado SB 93-155 requires that anyone that engages in any type of excavation must provide advance notice to the underground facility owners. Prior to any moving or excavating of earth, the Contractor shall call the Utility Notification Center of Colorado (UNCC) or “Common Ground Alliance” (CGA) – the “Call Before You Dig” number – at 811.
Utility owners have three business days to perform locates. If facilities are not marked within the three business days, you are required to call back to UNCC and process a Second Notice Request. UNCC encourages both Contractors and Sub-Contractors to obtain a locate ticket. A “no response” from the utility owner does not allow the Contractor to start digging. Notify the Engineer when working near utility lines or appurtenances.
4. Aquatic concerns and equipment cleaning
a. For this project; If heavy equipment is acquired or used that was previously working in another stream, river, lake, pond, or wetland, one of the following disinfection practices is necessary prior to construction to prevent the spread of New Zealand mud snails and other aquatic hitchhikers into this drainage. The practice is also necessary after project completion, prior to this equipment being used in another stream, river, lake, pond, or wetland, for the same purpose:

C. The Contractor shall develop his own sequence of Work to minimize construction time, site disturbances, and interruptions of existing water system operations. Testing and startup schedule and sequence shall be thoroughly discussed and coordinated with Engineer and Owner
D. Procedures and methods other than those specified will be considered by Engineer and Owner, provided they afford equivalent continuity of operations.
E. Submit and update Progress Schedules and sub-schedules in accordance with Section 01310 - Construction Schedules.
F. Discuss Sequence of Work and Notice Required at Progress Meetings.

G. Inspection by public agencies.
• Provide proper facilities for such access and inspection.
• Flow of irrigation water in the Ditch, which is shown on the Drawings, and runs through the project site, must not be interrupted during the period April 15 through August 1.
Main park road utility trenching and installation, culvert work or temporary culvert installation for construction access will need to be completed outside this time window.
The Owner will allow the Contractor to use the two track drive northeast of the property as a construction access to the site.
• The new potable waterlines will not be live and on-line until plant treatment processes, pumping systems and well improvements have reached Substantial Completion.
• The existing elevated tank shall remain in-service, as-is, with its availability to provide potable water to the distribution system until the Wells Nos. 5 and 6 are brought on-line to feed the new WTP and the existing transmission line from the existing elevated tank is cut and capped.
• On a somewhat flexible schedule, proceed with well/wellhouse improvements, including any needed well rehabilitation note, however, that Well No. 6’s pump cannot be installed until the conditions prior-noted have been met. Also, the Contractor shall minimize the time that Well No. 5 is the only well able to feed the existing elevated tank and no potable well can feed the potable system directly. Therefore, the Contractor shall have Well No. 6 ready to bring on-line within two (2) weeks after the WTP treatment process, pumping and control/communication systems reach Substantial Completion and the potable water line is cut and capped.
• Work will not begin on Well No. 6 and its wellhouse without written approval from Owner. It is intended that Well No. 5, in addition to Well No. 6, be available to directly feed the potable system through the peak summer demand season in 2017. Work on Well No. 6 to be delayed until after this date includes new pump installation, new VFD and controls/telemetry work. Contractor may wish to schedule Well No. 6 inspection and potential rehab work (via Change Order only) during same mobilization.
• Complete all Wells Nos. 5 and 6 work and associated Ethernet radio and controls work in-time for it to supply influent water to the new water plant for start-up.
• Complete tie-ins for plant raw water line and both finished water lines.
• Coordinate with Owner regarding all plant commissioning activities, especially operations relating to alternating use of Wells Nos. 5 and 6 to feed plant for start-up.
• Commission new plant and obtain Engineer certification that Substantial Completion has been reached for all Well No. 6 improvements as well as all plant treatment process, pumping and communication/control systems with the following minor exceptions as related to eliminating potential cross connections between the backwash pond and the potable system:
• Obtain Substantial Completion certification for overall project and address Substantial Completion walkthrough punchlist items.
• Hold Final Acceptance walkthrough and address Final Acceptance punchlist items.
Apply for Final Payment and close-out project.
