About this opportunity
The State of Colorado Department of Natural Resources, Division of Parks and Wildlife, is soliciting design-build proposals for the Navajo State Park Marina Mooring System Repair project located in Arboles, Archuleta County. This procurement seeks qualified individuals and firms to provide comprehensive services encompassing underwater inspection and assessment of the existing 54-mooring ball marina system, design and engineering services, and construction for removal, disposal, and installation of mooring system components. Deliverables include detailed cost estimates, engineering drawings, specifications, and product submittals for repairs or complete replacement of mooring balls (30 units), cables and chains (4,000 linear feet), connection hardware (60 units), and associated infrastructure capable of accommodating houseboats up to 50 feet and withstanding water level fluctuations exceeding 50 feet. The project is structured in two phases: inspection and evaluation (Bid Items 1-4) followed by construction (Bid Items 5-8), with the understanding that exact quantities and scope will be refined based on post-award inspection findings. Required qualifications include demonstrated experience in marine equipment maintenance and mooring system design, with preference for individuals or teams led by licensed engineers, though engineering credentials are not mandatory if adequate documentation of past experience is provided. Evaluation criteria include contractor qualifications and experience, scope and quality of proposed engineering and construction services, project schedule, and price. Critical dates include a pre-bid meeting on December 14, 2016 at 1:00 p.m. at the marina site; written inquiries due by December 23, 2016 with answers posted by December 29, 2016; proposal submission deadline of January 23, 2017 at 4:00 p.m. (extended from January 18, 2017); evaluation period of January 23-27, 2017; and estimated project award for February 3, 2017, with work to commence within 10 days of Notice to Proceed and be completed within 90 days.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the Center for Veteran Enterprise may receive a 5% preference on bid price; otherwise, no specific set-aside designations or enterprise restrictions are identified in the procurement documents. The existing mooring system was originally installed in 2003 by Aramark, with buoys replaced by the same contractor in 2010; the current 22,000-pound concrete anchors are deemed adequate and will be retained. Contractors must submit a bid bond equal to five percent of the total estimated project cost (Items 5-8) and, if awarded, provide performance and payment bonds for the construction phase, as well as commercial general liability insurance of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, professional liability of $500,000, and builder's risk insurance. The contract amount is referenced as approximately Twenty One Thousand Dollars in the design-build contract template, though the final contract value will be adjusted based on quantities determined during the inspection phase and construction pricing submitted in the bid schedule. No prevailing wage requirements apply to this project. All products, reports, drawings, and intellectual property developed under the contract become the sole property of the State of Colorado.
