About this file
This is a Vendor Questions and Answers document for the Navajo State Park Marina Mooring System Repair project (RFP PMAA 2017*10). The project involves the repair and potential replacement of a mooring system at Navajo State Park that was last substantially updated in 2010. The system must accommodate houseboats up to 50 feet in length and be designed to function across significant water level fluctuations of 50 feet or more, with lake bottom depths at concrete anchor locations reaching approximately 74 feet during winter conditions. The State indicated that no pre-existing inspection reports, bathymetry data, geotechnical information, or detailed original design criteria are available to bidders; the inspection will be conducted during the project to help determine actual repair and replacement costs.
Vendors may propose in-kind material replacements but are encouraged to design a more durable and flexible system than the current installation, which has experienced component failures including cable, mooring ball, and entanglement issues. Proposed materials must include supporting documentation regarding wind and wave sustainability, though formal wind/wave analyses are optional if alternative supporting data is provided. The State will accept underwater ROV assessments with lighting and recording capabilities provided all system components and the entire length can be accessed; alternative inspection methods must be employed if the ROV cannot reach all areas. No information regarding pricing, set-asides, funding sources, or contract award timeline was provided in this Q&A document.

Navajo State Park – Marina Mooring System Repair (RFP PMAA 2017*10) Questions and Answers q.1 Is it the State’s intent to obtain construction costs for replacement/rehabilitation prior to the inspection?
a.1 No. The inspection will be used to help determine costs.
q.2 Is there any inspection reports available?
a.2 No.
q.3 Are there any reference drawings including details on the original design criteria?
a.3 Only what has already been provided with the bidding documents.
q.4 Will proponents be required to implement repairs/replacements based on in-kind materials or will relevant wind/wave analysis be required?
a.4 In-kind replacements will be considered. However, one of the goals of the project is to have a more durable, flexible system than is currently installed – the system has not been in use all that long (2010 maintenance/repair project) and has experienced component failures (e.g., cables, mooring balls, components entanglement). Water levels can fluctuate drastically (50 feet or more), and the system needs to be able to accommodate/be adjusted to these fluctuations.
High winds do occur in the area – proposed materials should include information and supporting data regarding wind/wave demonstrated sustaining capability. Wind/wave analyses can be used to demonstrate the materials’ ability to sustain high winds/waves, but are not required as long as other supporting documentation is provided.
q.5 Do you have any bathymetry for the area?
a.5 No.
q.6 Do you have a design vessel size?
a.6 Houseboats up to 50 feet in length.
q.7 Is there any geotechnical information available?
a.7 No.
q8. Throughout the drawings and bid documents there is no mention of a bottom depth where the steel reinforced concrete anchors are located referenced on the Boat Mooring Field Layout Schematic. What are the bottom depths of these anchors during pool elevations from March to June?
a.8 Actual depth of each concrete anchor will vary, but the current (December 2016) depth to the lake bottom is approximately 74 feet. Yearly pool elevations fluctuate, but as an example, United States Bureau of Reclamation (USBR) data indicates that this year (2016), the lake water elevations rose approximately 10 feet from March to June.
q.9 Will an underwater ROV with lighting and recording capabilities be accepted to complete the assessment portion of this project?
a.9 A ROV can be used for the assessment provided the entire length of the system and all individual components can be inspected and assessed. If the ROV cannot access all components, other inspection methods will be need to be employed.
