About this file

This is a Final Questions and Answers document for a state or local government contract opportunity involving the repair and/or replacement of a mooring system. The project is structured in two phases: an inspection and assessment phase (Bid Items 1-4) followed by a construction phase. The agency seeks proposals that either repair and upgrade the existing mooring system or replace it entirely with a more durable alternative capable of withstanding adverse weather conditions. Bidders are expected to use professional judgment to establish unit prices for the work, acknowledging that actual quantities may require adjustment based on findings from the inspection phase. The original mooring field was installed in 2003 by Aramark, with buoys replaced in 2010 by the same contractor. The bid deadline was extended to Monday, January 23rd at 4:00 PM to allow additional time for bidders to prepare proposals.

Key project parameters indicate that the existing 22,000-pound concrete anchors are considered adequate and do not require replacement. No hazardous materials are anticipated in items requiring removal and disposal. The project carries no prevailing wage requirements. While bidders requested the ability to divide the project into separate parts or postpone bidding pending receipt of detailed specifications for existing components such as mooring balls, winches, and navigation lights, the agency maintained the two-phase structure already in place. Limited material specifications were available to bidders, with only reference documentation from the 2010 Aramark project provided to inform estimation of replacement components and installation costs.

1. Is the goal of the project to attempt to repair the current mooring system, or to replace this system with a new one that would be more capable of withstanding wind and weather? Pricing these two options would be substantially different. Both, but the overall goal is to have a system more capable/durable. The proposer can recommend how to best achieve this - by utilizing some or most of the existing system, but replacing deteriorated components with new, improved designs, or by recommending a new system..

2. If you wish to replace the damaged portions of the current system, do you have the manufacturer, material, size of the current “mooring balls”, and other items that may need replacement??? We cannot quote an installed price, unless we know the specifics of the items to be replaced. Unfortunately we do not have material specifics, but the original field (2003) was supplied by Aramark. The most recent project (2010) was to replace the buoys - also by Aramark. Attached is a list of components for that project.

3. Same questions, regarding bid item #6. Do you have specs on any of the other items that might need replacement, such as mooring winch, navigation lights, etc. We cannot quote an installed price unless we know the specifics on the items that you currently have in place. Sorry, no further info.

4. Will the 22,000 lb. concrete anchors need to be replaced, or are they still adequate? Assume they are adequate.

5. Is there a wage requirement to be followed for this project? No.

6. Do you know if any of the items to be removed, and disposed of, contain hazardous materials? (This can drastically increase the disposal cost) Don't anticipate any.

7. Can the project bid be divided into 2 parts? This would allow the contractor to perform the assessment (Bid Items 1-4) of the existing system, to evaluate the quantity of items to be replaced, and obtain most of the data requested above, on site, before furnishing a fixed price bid for the repairs. The results of this evaluation would also allow the NPR to determine whether they wish to repair or replace the system in its’ entirety. Not at this point - the project is already set up as 2 parts essentially: inspection and construction. Use best judgement to establish unit prices - we realize the actual quantities may need to be adjusted based on the inspection phase.

8. Can the bid be postponed until this information can be provided to all bidders? Yes the bid will be extended until Monday the 23rd of January at 16:00.
