About this opportunity
The West Virginia Department of Environmental Protection's Office of Oil and Gas is soliciting electronic bids through wvOASIS under ARFQ DEP27-032 to plug five orphaned and abandoned oil and gas wells in Pleasants and Ritchie Counties, with a mandatory pre-bid meeting on November 18, 2026, at 9:00 a.m. Eastern at the Ellenboro Park & Ride, and bids due December 1, 2026, at 10:30 a.m. Eastern. Attendance at the pre-bid meeting is required for bid qualification. The project is funded under Section 40601 of the Infrastructure Investment and Jobs Act, and no set-aside or preference program is stated.
Scope includes permitting, well plugging, wellsite reclamation, and site remediation across five wells, identified by API numbers 47-073-02664, 47-073-02665, 47-085-03567, 47-085-06772, and 47-085-10535. Bidders price twelve line items with unit and total prices. Each well must be tested for methane emissions before and after plugging by an independent qualified measurement specialist. Wells that fail post-plugging testing must be remediated at the contractor's expense with no additional compensation. Work must comply with Davis-Bacon prevailing wage rates, Buy America domestic-materials requirements, Endangered Species Act protections for Indiana, Northern Long-Eared, and Tricolored bats, and State Historic Preservation Office requirements. Monthly progress reports are due on Form IR-9D.
Contractors must furnish a 5% bid bond and, before award, a 100% performance bond and a 100% labor and material payment bond. Required insurance includes commercial general liability and automobile liability of not less than $2 million per occurrence. Liquidated damages are $1,000 per working day for delays beyond the completion period. Work is not permitted on weekends or holidays without Agency approval, and a Supplemental Quality Assurance Officer maintains site presence.
The initial term is one calendar year, with up to three successive one-year renewals by mutual written consent of the Agency, Vendor, and Attorney General's office. No contract value is stated. Technical questions are due November 23, 2026, at 2:00 p.m. Eastern. The primary contact is Herminio David Robles, reachable at (304) 414-1155 or david.h.robles@wv.gov.
