The procurement includes 500 AdaptiveWork External Collaborator Licenses, an Add-On Sandbox module, 20 AdaptiveWork Full User licenses, and Planview to third-party integrations. Bidders must meet specific qualifications, including at least three years of experience selling Planview subscription services to government entities within the past five years and appropriate Planview certifications. The solicitation requires electronic proposal submission through the OpenGov portal, with a bid deadline of December 23, 2025, at 1:00 p.m. and a questions deadline of December 18, 2025, at 1:00 p.m. Evaluation criteria will focus on total bid price, with the award going to the lowest responsive bid from a qualified, responsible, and manufacturer-authorized vendor. The integration services include endpoint-to-endpoint connections using Infrastructure as a Service (IaaS) or Planview Hub platforms, with 15 annual support hours for changes and modifications.
The contract opportunity applies local business preferences under Chapter 2.89 of the San Mateo County Ordinance Code, potentially providing advantages to local businesses, non-profits, small businesses, and micro businesses with appropriate documentation. Vendors must be registered and in good standing with the System for Award Management (SAM) and provide proof of active registration. All proposed items must be new and in original packaging from the manufacturer or authorized channels. While specific budget ranges are not explicitly stated, the comprehensive subscription includes multiple license types and integration services. Vendors must provide formal quotations with itemized pricing, including applicable taxes and fees, along with SAM registration documentation and relevant certificates or licenses. The integration services exclude certain activities such as reporting services, Planview Hub Universal Connector services, artifact association migration, training, and data entry services not expressly defined in the scope of work.
