About this opportunity
The City of Warren, Michigan, on behalf of the Tax Increment Finance Authority (TIFA), is requesting bids to pick up, plant, and maintain 43 trees at various city locations under ITB-W-1988, with electronic bids due October 7, 2026 at 12:30 PM via BidNet (MITN), followed by a public bid opening via Zoom at 1:00 PM EST the same day.
The scope requires pickup of 2" to 3" caliper trees from a location within 20 miles of Warren City Hall, planting at designated sites per supplied exhibits, and two-year maintenance including watering and mulching (three applications total). The four required species are Princeton Sentry Ginkgo (15 trees), American Hornbeam (14 trees), Black Gum/Tupelo (13 trees), and Crabapple (1 tree). No substitutions are permitted. Plantings must commence by October 10, 2026 and be completed by November 13, 2026. The contractor is responsible for replacing any trees that are 25% or more dead or in unhealthy condition during the two-year warranty period. The contractor must provide comprehensive insurance including $2 million general liability aggregate, $1 million automobile liability combined single limit, statutory workers' compensation, and $2 million umbrella liability on an occurrence basis, with the City named as an additional insured.
Bidders must submit pricing on a per-unit basis for each tree species, with unit prices remaining constant if quantities change. All bids must include labor, materials, transportation, equipment, permits, warranties, and insurance. A $2,000 bid security (cashier's or bank check payable to the Treasurer of the City of Warren) is required and will be retained as a performance bond through project completion. The contractor must provide electronic photographic documentation at four intervals: before work, immediately after planting, at one year, and at two years. Five inspections by the City are scheduled over the two-year period. Payment is net 45 days from complete delivery or correct invoice receipt, whichever is later. The project is funded through a Green Macomb grant with trees sourced from Wiegand Nursery.
