About this opportunity

The City of Dallas Department of Transportation and Public Works is seeking statements of qualifications (SOQs) from experienced firms to conduct comprehensive planning services for the "Reimagining Downtown Dallas" initiative. The procurement seeks firms to perform multiple interconnected studies covering areas including Downtown, Uptown, West End, Design District, Victory Park, Arts District, Deep Ellum, Cedars, and Fair Park/South Dallas. Required studies include Connectivity and Mobility Options, Economic Opportunities, Parking Supply/Demand Assessment, and I-345 Reconstruction Traffic Pattern Impact Evaluation. Key objectives involve guiding investment and sequencing improvements related to major infrastructure projects such as IH-30 reconstruction, I-345 replacement, new Convention Center development, and potential high-speed rail lines. Project managers must have a minimum of ten years' experience, with key task leaders requiring seven years in relevant disciplines like engineering, urban master planning, and economic analysis. Evaluation of SOQs will be based on consultant approach (35 points), pertinent experience (30 points), capabilities and resources (15 points), project manager qualifications (15 points), and current contracts (5 points). The submission deadline is December 19, 2025, with all responses to be submitted electronically through the City's procurement website.

The solicitation appears to be open to all qualified firms without specific set-aside designations, though the evaluation criteria suggest a preference for firms with substantial municipal planning experience. Respondents must complete numerous compliance forms including Disclosure of Lobbying Activities, Non-Collusion Affidavit, Debarment Certification, and a Team Make-Up and Local Workforce Form. While no specific budget range is explicitly stated, the project is funded through a U.S. Department of Housing and Urban Development Community Project Funding grant (HUD Award No. B-23-CP-TX-1428). Contractors must comply with federal, state, and local regulations, including TxDOT standards, and all work products, records, and intellectual property will become the property of the City without restrictions. The selected firm will be required to maintain comprehensive insurance coverage and adhere to the City's living wage requirements. All work products must be maintained for a minimum of three years and will be subject to City audit.
