About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for planned residential final grade and site finalization at five properties (19183 Lumpkin, 8435 Siebert, 10157 Woodlawn, 8291 Mt Olivet, and 8273 Mt Olivet) under RFQ through the Oracle Supplier Portal, with quotes due August 26, 2026 and performance to be completed within 120 calendar days of Notice to Proceed.
The scope encompasses backfill, grading, sidewalk replacement (limited to damaged sections, with maximum replacements per property specified on the price sheet), seed and straw application using "no mow" seed comprised of 100% Dutch white clover, and site finalization. All five properties are currently at Winter Grade Approval status and must reach Final Grade Approval. Work hours are Monday through Friday, 7:30 a.m. to 5:30 p.m., with operations restricted to sunrise and sunset where these times fall within operating hours. Backfill materials must come from Owner-approved sources meeting Part 201 Residential Cleanup Criteria: materials below twelve inches of grade must be crumbling yellow clay, sand, or loam with clay content not exceeding 35%; materials within twelve inches of grade must be sand or loam with no clay and organic content between 10% and 25%. All excavated and waste materials must be disposed of at a Type II landfill facility. The contractor is responsible for all equipment, materials, permits (except wrecking and hydrant permits), personnel qualifications, and documentation; however, the contractor must pay a $134 hydrant re-inspection fee if a hydrant fails. Pre-bid site reviews are highly encouraged.
Contractors must submit unit-rate pricing in Excel format (mobilization, disposal of hazardous and non-hazardous materials, foundation and footing disposal, backfill, topfill, sidewalk replacement, and seed and straw), a professional rate schedule in Excel, and a signed signature page certifying site visits and authorized signatory status. Quotes must remain binding for 365 calendar days. Successful vendors must provide 100% performance and payment bonds within five business days of award and furnish certificates of insurance naming the City as additional insured. The City reserves the right to award each property group to different vendors or any combination thereof and will evaluate based on lowest responsive and responsible bid with consideration for local preferences and equalization factors.
