The procuring jurisdiction is the City of Torrington in Middlesex County, Connecticut. The consultant must complete comprehensive deliverables including reviewing existing plans and studies, integrating sustainability and hazard mitigation data, updating relevant data and GIS mapping, developing and executing community engagement strategies, preparing multiple public presentations, and managing working meetings with City staff and commissions. The selected consultant must facilitate the formal adoption process and complete all work through adoption hearings by February 2027. Vendors must submit an original plus six exact physical copies and one digital thumb drive by April 9, 2026, at 11:00 AM to the Office of the Purchasing Agent at 140 Main Street, Room 206, Torrington, CT 06790, with all questions due by March 30, 2026, at 12:00 noon directed to Pennie Zucco at pennie_zucco@torringtonct.org or 860-489-2225. Selection will be based on technical capacity and experience with similar projects, proposal quality and presentation, ability to deliver materials timely, experience in creating effective community engagement processes, and fee proposal evaluation, with cost not being the sole selection factor. Bids cannot be withdrawn for 90 days following submission, and proposals remain valid for 120 days after the submission deadline.
The City of Torrington is an Affirmative Action/Equal Opportunity Employer and encourages Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Small Business Enterprises (SBEs) to apply, though all vendors are eligible to respond. The cost proposal must not exceed $120,000 and should be submitted in a separate sealed envelope. Required submission documents include a notarized Acceptance of Terms agreement and a notarized Non-Collusion Affidavit. The selected firm must provide proof of Workers Compensation Insurance, Liability and Property Damage Insurance, and Vehicle Insurance within 10 days of award, with the City named as an additional insured. The City reserves the right to interview selected firms, negotiate with the successful bidder, reject all proposals, or reinitiate the RFP process. All funds are subject to annual appropriation by the City Council, and the City may terminate the contract without liability if funds are not appropriated in subsequent fiscal years.
