About this opportunity

The Colorado Division of Reclamation, Mining and Safety is requesting documented quotations for the PKAA Nine Mile Phase 2 Project, mine closure work on ten hazardous shafts in Gunnison County, with bids due September 4, 2026, and a mandatory pre-bid meeting and site inspection on August 20, 2026, at 10:00 a.m. in Gunnison. Service-Disabled Veteran Owned Small Businesses registered with the U.S. Small Business Administration may receive a 5 percent preference on bid price.

The scope encompasses closure of shafts NM-01, NM-02, NM-05, NM-06, NM-12, NM-14 through NM-18, and NM-19 using steel grated closures (6' by 8' to 10' by 10' with concrete footers), polyurethane foam closures (3 to 8 cubic yards per shaft), and bat-exclusion grating. Shaft depths range from 15 to 80 feet. Work includes mobilization and demobilization, installation, revegetation, and supplemental steel grating. Two historically eligible sites (NM-12 and NM-16) require cultural resource monitoring. All work must comply with Davis-Bacon Act prevailing wage requirements, the Buy America provisions of the Infrastructure Investment and Jobs Act (domestic iron, steel, and manufactured products unless waived), and the Buy Clean Colorado Act for eligible materials on projects exceeding $500,000. Contractors must implement a detailed Safety, Health, and Environmental Action Plan addressing site access, substance abuse screening, fall protection, equipment operation, hazardous waste management, White-Nose Syndrome decontamination, and MSHA 40-hour mining certifications. BLM Stage 2 Fire Restrictions (effective through December 31, 2026) prohibit open flames, chainsaws without spark arresters, and welders or torches with open flames on federal lands in the project area.

Construction is scheduled between September 22 and November 20, 2026, with a 60-calendar-day completion requirement including 10 days of mobilization. Performance and Labor and Material Bonds at 100 percent of contract price are required if the bid exceeds $150,000. Liquidated damages are $400 per day for schedule delays. Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence, automobile liability of $1 million, and pollution liability of $1 million. Written inquiries are due August 27, 2026, at 5:00 p.m. Mountain Time. All bids must be submitted electronically through Colorado Vendor Self Service.
