About this opportunity
The State of Colorado, Department of Natural Resources, is requesting bids on mine closure and reclamation work for the PKAA Madonna Project, with bids due June 24, 2026 at 5:00 p.m. and bid opening June 25, 2026. Davis-Bacon prevailing wages and federal Buy America provisions apply to this federally-funded project.
The scope covers closure of 20 mine features (M-01 through M-20 and M-22) on privately owned property using bat grates with access, polyurethane foam backfill, and grated corrugated steel pipe installations. Work includes mobilization/demobilization, development and implementation of a Safety, Health, and Environmental Action Plan addressing site access control, employee training, substance abuse screening, PPE standards, fall protection, underground mining operations (including MSHA 40-hour certification), Hanta virus prevention, White-Nose Syndrome decontamination protocols, and environmental hazard management per EPA and Colorado regulations. Bidders must submit a completed List of Equipment Offered Form and provide equipment specifications (make, model, serial number, year manufactured) for all items intended for project use.
The bid schedule, last updated February 24, 2026, requires lump-sum pricing for four line items: Item 1.0 (Mobilize/Demobilize), Item 2.0 (Project Safety, Health and Environmental Action Plan), Item 3.0 (Install Mine Closures with individual bid amounts for each of the 20 features), and Item 4.0 (Additional work, not guaranteed). Bids must be submitted electronically via the Colorado VSS portal; all pages of the schedule must be completed with no partial submissions or amendments permitted. All pages must be returned.
The contract incorporates federal Davis-Bacon wage rates for Colorado counties, Buy America requirements under the Bipartisan Infrastructure Law for domestic material sourcing, and the Colorado Buy Clean Act requiring Environmental Product Declarations for eligible materials. Contractors must maintain comprehensive insurance (workers' compensation, commercial general liability at $1,000,000 minimum per occurrence, automobile liability at $1,000,000 combined single limit, pollution liability at $1,000,000/$2,000,000 aggregate) with the State named as additional insured. A pre-bid meeting was held June 10, 2026 at 11:00 a.m. MT.
