About this opportunity
The State of Colorado, Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS) is soliciting bids through a Request for Documented Quotations (DQ) for mine closure work on the PKAA BPMD Plus Project located in San Juan County near Silverton, Colorado. The procurement encompasses safeguarding ten mine sites through installation of mine closures and revegetation activities across 4 shafts/vertical openings and 6 adits/horizontal openings. Specific deliverables include the installation of bulkheads with bat grates, adit doors with bat grates, corrugated steel pipe closures with bat grates and access doors, and various bulkhead repair sections ranging from 2-foot by 2-foot to 3-foot by 3-foot dimensions, along with associated structural components including steel beams, rebar, and timber repairs. Key project objectives include preventing unauthorized access and wildlife disturbance while allowing water passage through the closures, with particular attention to protecting bat grates and implementing rosy finch surveys with contingency plans for nesting migratory birds. Required qualifications include OSHA HAZWOPER 40-hour training certificates for all employees prior to on-site work, MSHA 40-hour training certificates for underground mining operations, and full compliance with the comprehensive Safety, Health, and Environmental Action Plan requirements including hazard training, weekly safety meetings, daily pre-job safety talks, and specialized protocols for White-Nose Syndrome decontamination, Hanta virus precautions, trenching and excavation standards, fall protection, crane operations, and hot work procedures. A mandatory virtual pre-bid meeting is scheduled for April 10, 2026 at 9:00 a.m. Mountain Time, with attendance required for bid eligibility; bids must be submitted electronically via Colorado Vendor Self Service (ColoradoVSS) no later than 4:00 p.m. Mountain Time on April 29, 2026, with bid opening on April 30, 2026. The project construction is scheduled between August 1 and August 31, 2026, with a maximum of 30 calendar days allowed for completion following issuance of the Notice to Proceed, including 10 calendar days for mobilization. Award will be made to the lowest responsive and responsible bidder based on the Grand Total Price with consideration for the Colorado resident bidder preference and additive alternates within available funds, with liquidated damages assessed at $400 per day.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) may receive a 5 percent bid preference with proper certification documentation. Performance and Labor and Material Bonds equal to 100 percent of the contract amount are required if the bid exceeds $150,000. Required insurance includes Workers' Compensation, Commercial General Liability with $1,000,000 minimum limits, Automobile Liability with $1,000,000 coverage, Pollution Liability with $1,000,000 minimum limits, and Aircraft Liability with $5,000,000 minimum limits if helicopters are used for site access. The project is funded through federal funds from the Department of the Interior/Office of Surface Mining Reclamation and Enforcement (OSMRE) under Assistance Listing Number 15.252 and by State of Colorado Severance Tax collections. The Davis-Bacon Act wage requirements apply, with prevailing wage rates specified for San Juan County classifications. A three-way agreement between the contractor, State, and private landowner is required for mine sites 2 and 268-26. Site access conditions vary significantly, with some locations accessible by vehicle and others requiring walk-in access of up to one mile with elevation gains exceeding 1,100 vertical feet; helicopter access is recommended for the most remote locations, requiring 24-hour advance notification to the CODRMS Project Manager, Bureau of Land Management, and County Sheriff. No specific award value or budget range is disclosed in the procurement documents.
