About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is seeking a qualified contractor for the Pilcher Timber Sale, a timber harvest operation located in the Elkhorn Wildlife Area of Union County, Oregon. The procurement involves harvesting approximately 2,668 tons of merchantable timber across 253 acres, including Douglas-fir, Western Larch, Grand Fir, white wood species, and Ponderosa pine. The successful bidder will be responsible for comprehensive timber harvesting operations utilizing 100 percent tractor logging with a mechanical feller-buncher, and must complete specific project work including road improvement and construction activities. Mandatory pre-bid tours are required by appointment, with interested bidders needing to contact (541) 898-2826 to schedule. Key procurement dates include a February 9, 2026 deadline for questions, February 11, 2026 for responses, and a bid submission deadline of 3:00 PM Pacific Time on February 19, 2026, through the OregonBuys electronic procurement system. Bidders must meet minimum bid prices of $36.00 per ton for most timber species and $6.00 per ton for Ponderosa pine, with optional pulp logs available at $0.25 per ton.
The procurement does not explicitly designate specific set-asides for disadvantaged enterprises, but does include provisions for non-resident bidders receiving reciprocal preference adjustments based on preferences from their home states. Bidders must demonstrate responsibility through financial capability, satisfactory performance history, record of integrity, and tax law compliance. The contract requires substantial financial commitments, including a 10 percent bid bond (not exceeding $500,000) and a 20 percent performance bond upon contract award. Insurance requirements are comprehensive, mandating $2,000,000 in commercial general liability, automobile liability, logger's broad form coverage, and statutory workers' compensation. The total contract value is substantial, with the agency anticipating contract execution on March 6, 2026, and a contract term extending through June 30, 2028. ODFW will provide a credit of $12,273.46 to the successful bidder upon completion and acceptance of project work, which helps offset total project costs.
