About this file

This is Amendment #2 to Invitation to Bid (ITB) S-63500-00015242 for the Pilcher Timber Sale, issued by the Oregon Department of Fish and Wildlife (ODFW) for timber harvesting operations on the Elkhorn Wildlife Area in Union County, Oregon. The amendment, dated February 2, 2026, addresses questions submitted by potential bidders following mandatory pre-bid tours and clarifies project requirements and procedures. Key clarifications include that precommercial material removal will focus on the most problematic areas—heavily mistletoe-infested Ponderosa pine and juniper—with coverage dependent on available project funding rather than the entire sale area. ODFW will supply temporary culverts and rock necessary for road improvements during operations. The location of an eagle nest is referenced in Exhibit A-3 Figure 3 of the original ITB Sample Contract. Contract time extensions require written Agency approval and must be processed through formal Amendment procedures. The bid submission deadline remains February 19, 2026, at 3:00 PM Pacific Time, with contract execution anticipated on March 6, 2026, and a contract term through June 30, 2028.

The amendment does not modify the original ITB pricing structure, which establishes minimum bid prices of $36.00 per ton for most timber species and $6.00 per ton for Ponderosa pine, with optional pulp logs at $0.25 per ton. Bidders must submit a 10 percent bid bond not exceeding $500,000 and a 20 percent performance bond upon contract award. ODFW will provide a project credit of $12,273.46 upon completion of project work. Insurance requirements remain unchanged, including $2,000,000 in commercial general liability, automobile liability, logger's broad form coverage, and statutory workers' compensation. All other terms and conditions of the original ITB document remain in full force and effect.

AMENDMENT #2

ITB S-63500-00015242

PILCHER TIMBER SALE

DATE: February 2, 2026

This amendment answers questions from Potential Bidders that have finished a PRE-BID TOUR. All other areas not specifically mentioned or affected by this amendment shall remain in full force. This amendment shall be added as a part of the original ITB document(s).

AMENDMENT #2

1. Questions and Answers for questions made during mandatory Pre-Bid Tours as of 02/02/2026.

a) Question #1: Project #2: The question was how much of the precommercial material needed to be cut, assuming wanting to try and cover the whole sale area?

Answer: The project credit will not be able to cover the whole entire area so the intent would be to focus on the worst of the worst (i.e. heavily mistletoe PP and the juniper) and yes, try to cover as much area as possibly feasible with project funding available.

b) Question #2: Project #2: The question was how much of the precommercial material needed to be cut, assuming wanting to try and cover the whole sale area?

Answer: ODFW will supply temporary culverts and rock necessary to rock for road improvements during operations.

c) Question #3: Where is the eagle nest?

Answer: Reference OregonBuys ITB S-63500-00015242, ATT A Sample Contract, Exhibit A-

3 Figure 3: Eagle Nest/Feed site.

d) Question #4: Given the snow requirement, how hard is contract extension for time?

Answer: Contract extensions must be approved by the Agency. If approved by Agency, all

Contract extensions will be processed through a written Amendment.
