About this file
This is Amendment #1 to an Invitation to Bid (ITB) issued by the Oregon Department of Fish and Wildlife (ODFW) for the Pilcher Timber Sale located in the Elkhorn Wildlife Area of Union County, Oregon. The amendment modifies Section B.3.1 regarding pre-bid tours, which remain mandatory and available by appointment only. The primary change updates the contact telephone number for scheduling site tours from (541) 898-2826 to (541) 620-0490. Bidders are required to examine the timber sale area, including the 253-acre harvest site containing approximately 2,668 tons of merchantable timber, and must bring adequate vehicles such as ATVs to tour the property. The ITB maintains a bid submission deadline of 3:00 PM Pacific Time on February 19, 2026, through the OregonBuys electronic procurement system, with a questions deadline of February 9, 2026, and responses provided by February 11, 2026. Contract execution is anticipated on March 6, 2026, with a term extending through June 30, 2028.
Successful bidders must meet minimum bid prices of $36.00 per ton for most timber species (Douglas-fir, Western Larch, Grand Fir, and white wood species) and $6.00 per ton for Ponderosa pine, with optional pulp logs available at $0.25 per ton. Bidders must provide a 10 percent bid bond (not exceeding $500,000) and a 20 percent performance bond upon contract award. Comprehensive insurance requirements include $2,000,000 in commercial general liability, automobile liability, logger's broad form coverage, and statutory workers' compensation. Bidders must demonstrate financial capability, satisfactory performance history, integrity, and tax law compliance. ODFW will provide a credit of $12,273.46 to the successful bidder upon completion and acceptance of project work. Timber harvesting operations must utilize 100 percent tractor logging with mechanical feller-buncher equipment, and the contract includes provisions for non-resident bidders receiving reciprocal preference adjustments.
