Amendment #3 for Pilcher Timber Sale ITB S-63500-00015242

This is Amendment #3 to an Invitation to Bid issued by the Oregon Department of Fish and Wildlife (ODFW) for the Pilcher Timber Sale located in the Elkhorn Wildlife Area of Union County, Oregon. The amendment clarifies specifications and conditions raised during mandatory pre-bid tours conducted after February 2, 2026. The original ITB solicits bids for timber harvesting operations on 253 acres, with approximately 2,668 tons of merchantable timber including Douglas-fir, Western Larch, Grand Fir, white wood species, and Ponderosa pine. The procurement requires 100 percent tractor logging with mechanical feller-buncher equipment. Critical clarifications in this amendment address road access survey dimensions (50 feet on either side of centerline, with exceptions), authorization for excavation to bare soil within surveyed road polygons with specified limitations, snow measurement protocols for the active work area, and operational requirements tied to snow depth conditions. The bid submission deadline is February 19, 2026, at 3:00 PM Pacific Time, with contract execution anticipated for March 6, 2026, and a contract term extending through June 30, 2028.

The amendment specifies that access road construction may be excavated to bare soil except in designated cultural sites, with ground disturbance for grading and improvements limited to 6 inches. Operations must maintain a minimum of 18 inches of non-compacted snow in the active work area; equipment may continue operating on compacted snow below 18 inches provided bare earth is not exposed, but off-road heavy equipment use and skidding must cease if uncompacted snow depth falls below 18 inches due to melt. Minimum bid prices are $36.00 per ton for most timber species and $6.00 per ton for Ponderosa pine, with optional pulp logs at $0.25 per ton. The contract requires a 10 percent bid bond (not exceeding $500,000) and a 20 percent performance bond, along with comprehensive insurance coverage including $2,000,000 in commercial general liability. ODFW will provide a credit of $12,273.46 to the successful bidder upon completion and acceptance of project work.

AMENDMENT #3

ITB S-63500-00015242

PILCHER TIMBER SALE

DATE: February 11, 2026

This amendment answers questions from Potential Bidders that have finished a PRE-BID TOUR. All other areas not specifically mentioned or affected by this amendment shall remain in full force. This amendment shall be added as a part of the original ITB document(s).

AMENDMENT #3

Questions and Answers for questions made during mandatory Pre-Bid Tours after 02/02/2026.

1. Question #1: How wide is the road access survey, 50 or 100 feet on either side of the center line?

Answer: The survey covers 50 feet to either side of the center line except the south and east side of the easternmost access road from Pilcher Creek to the tree line (see attached map). This portion is only 75 feet wide (50 feet to the north and west of the centerline; 25 feet to the south and east). The south and east side of the road in this area will be flagged as a no work zone 25’ from the centerline via lathe and flagging or snow poles.

2. Question #2: Can access road construction be excavated to bare soil within the surveyed polygon?

Answer: Yes, all surveyed roads can be excavated to bare soil except where the road will be capped by ODFW within 24-15-CS01 a cultural site.

a. Access to the timber cut area will be via two existing dirt roads. Grading, widening, or other improvements may need to be made to the access roads, the majority of which are outside of the area surveyed in 2014. Ground disturbance for grading and improvements will not exceed 6”.

3. Question #3: At which location will the 18” snow requirement be measured?

Answer: Non-compacted snow in or near the active work area.

4. Question #4: If snow depths drop to less than 18” after logging begins must operation be halted until 18” of snow is recovered?

Answer: Working on snow that has been compacted to less than 18” by machinery is fine, as long as bare earth is not being exposed/disturbed. Off-road heavy equipment use and skidding must halt if melt causes the uncompacted snow depth to drop to less than 18”.
