About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing Request for Bid 110-26 on behalf of the NH Fish and Game Department to procure live ring-neck pheasants for the state's pheasant stocking program. The procurement seeks approximately 9,500 birds annually, consisting of equal numbers of male and female birds delivered in separate crates containing five roosters and five hens each. Deliveries are scheduled across eight designated days between September and October annually at two locations: approximately 7,400 birds to NH Fish and Game Headquarters in Concord at 7:30 AM and approximately 2,100 birds to the Region 4 office in Keene at 4:00 PM. Pheasants must originate from pullorum-free parent stock with certification from the state of origin, accompanied by a veterinarian's statement and counter-signature from the supplier's state disease laboratory officer confirming flock health history and proper crate disinfection. All birds must be fully feathered with tail feathers at least eight inches long, display evident neck rings on males at delivery, meet minimum weight requirements of not less than 2 pounds for females and 2.5 pounds for males, and be delivered in good health as strong fliers. The vendor must provide a certificate of insurance with comprehensive general liability coverage of not less than $1,000,000 per occurrence and $2,000,000 aggregate, along with proof of workers' compensation insurance compliance. The bid closing date is March 31, 2026, at 2:00 PM Eastern Time, with the last day for questions on March 20, 2026, and responses to clarifications due March 25, 2026; the contract term commences upon execution or Governor and Executive Council approval through October 23, 2026.
The solicitation does not identify any set-aside designations or restrictions on organizational types eligible to respond. Pricing must be quoted as a unit cost and extended cost per line item for each year and must remain firm for the contract period in U.S. dollars, with all delivery charges and associated costs included and no additional surcharges permitted; all pricing is on an F.O.B. Destination basis, meaning delivery is included in the quoted price. The state reserves the right to reject any birds and to conduct sampling for quality assurance, and all dead, injured, or missing birds must be replaced prior to the final delivery at no additional cost to the state. Empty crates will be returned from Concord with approximately half available the same afternoon and half the next business day, and from Keene the next business day following delivery. No incumbent vendors, existing contractors, or budget ranges are identified in the solicitation documentation. The public bid opening will be conducted electronically via Microsoft Teams and WebEx.
