BID 110-26: PHEASANTS, RING NECK – LIVE

This Request for Bid (RFB) is issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, on behalf of the NH Fish and Game Department. The bid solicits live ring-neck pheasants meeting specific quality and health specifications for the state's pheasant stocking program. The estimated annual requirement is approximately 9,500 birds per year, comprising equal numbers of male and female birds delivered in separate crates of five roosters and five hens. Deliveries are scheduled over eight designated days between September and October annually across two locations: approximately 7,400 birds delivered to NH Fish and Game Headquarters in Concord at 7:30 AM and approximately 2,100 birds delivered to the Region 4 office in Keene at 4:00 PM. The bid solicitation was distributed on or by March 13, 2026, with the last day for questions on March 20, 2026, and responses to clarifications due March 25, 2026. The bid closing date is March 31, 2026, at 2:00 PM Eastern Time. The contract term commences upon execution or Governor and Executive Council approval through October 23, 2026, with pricing applicable for 2026, 2027, and 2028 delivery years. A public bid opening will be conducted electronically via Microsoft Teams and WebEx.

Pricing shall be quoted as a unit cost and extended cost per line item for each year and must remain firm for the contract period in U.S. dollars, including all delivery charges and associated costs with no additional surcharges permitted. Bid prices are F.O.B. Destination, meaning delivery is included in the quoted price. The successful vendor must demonstrate certificate of insurance with comprehensive general liability coverage of not less than $1,000,000 per occurrence and $2,000,000 aggregate, as well as workers' compensation insurance compliance. Pheasants must originate from pullorum-free parent stock with certification from the state of origin prior to delivery, accompanied by a veterinarian's statement and the supplier's state disease laboratory officer's counter-signature confirming flock health history and proper crate disinfection. All birds must be fully feathered with tail feathers at least eight inches long, demonstrate evident neck rings on males at delivery, meet minimum weight requirements (females not less than 2 pounds, males not less than 2.5 pounds), and be delivered in good health as strong fliers. The state reserves the right to reject any birds and to sample for quality assurance. All dead, injured, or missing birds must be replaced prior to the final delivery at no additional cost to the state. Empty crates will be returned from Concord with approximately half available the same afternoon and half the next business day, and from Keene the next business day following delivery.
