About this opportunity

The City of Long Beach Department of Financial Management is soliciting bids on petroleum products for fleet vehicles and equipment under ITB FM-25-664, with bids due January 13, 2026 at 11:00 a.m. Pacific Time (extended by Addendum No. 2). Questions were due December 3, 2025. A local preference program offering up to 10 percent bid price reduction (maximum $50,000) applies to Long Beach-based businesses meeting specified criteria.

The scope comprises 45 line items of motor oils (Valvoline PB Blue One Solution Gen2, 10W30 and 15W40 synthetic, in 400-gallon drums and 55-gallon drums), hydraulic fluids (Unitrac Hyd Fluid, Performance 500 Premium Hyd Oil), gear lubricants (Valvoline Syngard Gear Oil), automatic transmission fluids (Valvoline Maxlife FS MV ATF, Chevron Delo Synthetic HD ATF), antifreeze (Zerex Nitrite Free Ext Life Red Coolant), and grease. All deliveries are to the Fleet Maintenance yard with bulk products pumped directly into bulk tanks. Deliveries must occur within 24 hours of order (maximum 48 hours acceptable) during business hours, Monday through Friday. Bidders may elect to bid on as few or as many line items as they choose. The City currently uses SC Fuels for motor oil, coolant, gear oil, grease, and ATF under Contract No. 35901, and Patten Energy for hydraulic fluid under Contract No. 35902, both from ITB FM-21-026.

The contract runs for an initial two-year period with three optional one-year renewals, not to exceed five years total. Pricing must be firm for the contract term and include all shipping, handling, unloading, and inside delivery charges. Payment terms are NET/30 from delivery and acceptance. The contractor must carry commercial general liability insurance of $1 million per occurrence and $2 million general aggregate, workers' compensation insurance, and commercial automobile liability insurance of $5 million combined single limit.

The City intends to award to AAA Oil, Inc. (Garden Grove, California); Safety-Kleen Systems, Inc. (Norwell, Massachusetts); and SC Commercial, LLC dba SC Fuels (Orange, California) as the lowest responsive bidders. Bids must be submitted electronically through the Long Beach Buys platform and include acknowledgment of Addendum No. 2. Contractors are subject to the City's Equal Benefits Ordinance (benefiting employees with domestic partners equivalent to spousal benefits) and federal debarment certification.
