About this opportunity

The State of Delaware, Office of Management and Budget, Government Support Services, is requesting proposals for statewide pest control services under Contract No. GSS27080-PEST_CNTRL, with proposals due December 8, 2026 at 3:00 p.m. and questions due October 26, 2026 at 4:30 p.m.

The scope encompasses general pest control, bed bugs, termites, and birds/wildlife services across state-owned and leased facilities in New Castle, Kent, and Sussex counties, including Delaware Army National Guard installations, DelDOT maintenance yards and toll facilities, DHSS buildings, DNREC parks and laboratories, Department of Corrections facilities, courts, schools, and administrative offices. Service frequencies vary from weekly through annual treatments at 148 line-item locations. The State reserves the right to make multiple awards, partial awards, or award by item type. Appendix B1 contains pricing line items; Appendix B2 contains supplemental bed bug, termite, and bird/wildlife services available on an à la carte basis.

The initial contract term runs May 1, 2027 through April 30, 2029, with options to renew for three additional one-year periods through negotiation. This is a publicly competed contract available to other states and governmental entities through a participating addendum; vendors must register through the Delaware Supplier Portal and comply with monthly usage reporting and quarterly diversity supplier participation reporting.

Proposals are evaluated on 130 points across eight criteria: business capability and experience (25 points), pest control protocols (20 points), bed bug protocols (20 points), termite protocols (20 points), bird and wildlife protocols (5 points), other services available (5 points), pricing (20 points), and references (15 points). Vendors must provide three current or previous customer references of similar scope and value, and subcontractors must provide three references. Mandatory insurance includes workers' compensation, commercial general liability ($1,000,000 per occurrence/$3,000,000 aggregate), and automotive liability ($1,000,000 combined single limit). Contract award is anticipated within 90 days of bid opening. Vendors providing services at Department of Corrections facilities must comply with DOC security clearance procedures, including a Security Clearance Application and PREA Acknowledgement Form, and observe strict protocols regarding worker lists, advance notice, identification, criminal record disclosure, tool inventory, and prohibition on contraband involvement.
