About this opportunity

The Commonwealth of Pennsylvania's Department of General Services (DGS) is soliciting qualified Contractors to participate in a statewide Integrated Pest Management Invitation to Qualify (ITQ) contract. This ITQ aims to establish a pool of responsible and responsive Contractors that can provide pest management and wildlife control services to Commonwealth executive agencies, as well as Local Public Procurement Units as defined by the Commonwealth Procurement Code. Qualified Contractors will be eligible to respond to Request for Quotes (RFQs) for a range of integrated pest management services, including general pest and rodent control, termite control, bed bug control, and optional pest control plans. Contractors must provide documentation of relevant experience, licenses, and certifications to meet the qualification requirements. The contract allows for either Best Value or Low Cost evaluation criteria to be used by requesting agencies when evaluating RFQ responses.

The ITQ is open to all interested Contractors, with no set-aside designations or restrictions on the types of organizations that can respond. Contractors that elect to participate in the COSTARS program, which includes local public procurement units and state-affiliated entities, will pay an administrative fee to DGS and be granted a non-exclusive license to use the COSTARS brand. COSTARS Members have the option to purchase from this contract or other cooperative contracts. Contractors are required to report COSTARS sales to DGS on a quarterly basis. The contract period is from July 28, 2023, to April 30, 2028, with no information provided on potential award values or budget ranges.
