About this opportunity

Boulder County Housing Authority (BCHA) is seeking qualified contractors to provide comprehensive pest control services across its residential and administrative properties through a short-list arrangement, with proposals due June 23, 2026. The procurement establishes a short-list of qualified vendors; work is assigned case-by-case on projects below $10,000 without competitive re-bidding, and projects valued at $10,000 or greater trigger quotes from all short-listed vendors with selection based on timely response.

BCHA manages 61 buildings containing approximately 1,100 residential and administrative units across multiple Colorado municipalities including Boulder, Longmont, Louisville, Lyons, Nederland, Niwot, and Lafayette. The scope encompasses routine monthly integrated pest management inspections and treatments for cockroaches, ants, spiders, rodents, bed bugs, fleas, ticks, stinging insects, silverfish, and general pests across multifamily complexes, senior housing units, scattered-site single-family homes, common areas, and administrative facilities. Contractors must respond to on-call emergency service requests within 24 hours, perform specialized bed bug protocols including inspection and treatment until infestation elimination, employ only state-licensed and certified pest control technicians, and provide all labor, equipment, materials, and supplies. Service reports detailing property information, areas treated, pest activity, chemicals used with EPA registration numbers, and prevention recommendations are required after each visit. BCHA estimates six additional one-time service calls annually beyond standard monthly services and reserves the option to divide properties among multiple vendors.

The contract term shall not exceed five years. Proposals will be scored using a weighted evaluation matrix: 45 points for Effectiveness of Treatments and Experience, 35 points for Safety and Environmental Impact, and 20 points for Response Time and Service Frequency. Contractors must obtain and maintain general liability insurance, workers' compensation coverage, and provide certificates of insurance before commencing work. All work must comply with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), OSHA standards, HUD pest management guidelines, and HUD Notice PIH 2011-22. Vendors submit pricing via a fee schedule covering general pest control, rodent control, termite control, bed bug treatment, and mosquito control at varying frequencies. The contract does not obligate BCHA to issue any task orders; compensation applies only to work described in issued task orders.
