About this file
This Scope of Work document outlines pest control services requirements for the Boulder County Housing Authority (BCHA) in Colorado. BCHA seeks qualified contractors to provide comprehensive integrated pest management (IPM) services across its portfolio of 61 buildings containing approximately 1,100 residential and administrative units. The requested services include routine monthly inspections and treatments for cockroaches, ants, spiders, rodents, bed bugs, fleas, ticks, stinging insects, silverfish, and general pests across multifamily complexes, senior housing units, scattered-site single-family homes, common areas, and administrative facilities. Contractors must respond to on-call emergency service requests within 24 hours and perform specialized bed bug protocols including inspection, treatment, and follow-up until infestation elimination. The contract term shall not exceed five years based on satisfactory performance, pricing, and continued need. BCHA estimates six additional work orders per year for special one-time service calls beyond the standard monthly services, with the option to divide properties among multiple vendors.
Contractors must employ only state-licensed and certified pest control technicians, provide all labor, equipment, materials, and supplies, and maintain required insurance coverage as specified in supporting exhibits. Service reports must be submitted after each visit detailing property information, areas treated, pest activity observed, chemicals used with EPA registration numbers, and prevention recommendations. Monthly summary reports and quarterly evaluation reports are required, with invoices submitted monthly including itemized costs per property. Performance standards require significant pest activity reduction within 30 days of initial treatment, with persistent infestations re-treated at no additional cost. All work must comply with federal regulations including the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), OSHA standards, HUD pest management guidelines, and HUD Notice PIH 2011-22 regarding integrated pest management requirements for HUD housing. Payment terms follow the Authority's standard billing procedures as outlined in the sample contract invoicing section.
