About this opportunity

The State of Illinois, Central Management Services (CMS), is soliciting bids for pest control services at two Springfield facilities (J0011 at 1924 S. 10½ St. and J0102 at 1920 S. 10½ St.) under a Small Business Set-Aside Program restriction, with bids due September 3, 2026 at 1:00 p.m. CST. This procurement is limited to vendors certified under Illinois's Small Business Set-Aside Program.

The scope covers Integrated Pest Management (IPM) services for indoor rodents, insects, arachnids, and outdoor populations of potentially indoor-infesting species, explicitly excluding birds, bats, snakes, termites, mosquitoes, and vegetation-feeding pests. The vendor must prioritize non-pesticide control methods—portable vacuums for cockroach infestations, trapping devices for fly control, and sticky traps for monitoring—with pesticide applications limited to crack-and-crevice treatments unless exceptional circumstances warrant alternative methods with prior written approval from the CMS Facility Manager. The vendor must hold commercial pesticide applicator certificates throughout the contract term.

The contract term is five years from execution, with a maximum total term including any extensions not to exceed ten years. The vendor must complete an initial building inspection within ten working days of contract execution and submit a comprehensive Pest Control Plan within five business days thereafter. General Commercial Liability insurance must be $1 million per occurrence and $2 million annual aggregate; Auto Liability must be $1 million per occurrence; Workers' Compensation insurance is required as mandated by law. Monthly invoicing is submitted in arrears to CMS Bureau of Strategic Sourcing. The vendor may not subcontract work, employ State of Illinois employees, or store pesticide products at the facilities.

Attendance at a mandatory pre-bid walk-through is required for bid eligibility. Vendors must comply with 34 standard Illinois certifications covering legal, financial, ethical, and operational standards, with annual recertification required for contracts exceeding one year. Line Item 12 pricing for materials associated with special and emergency requests is excluded from bid evaluation and carries a fixed unit cost of $2,500.
