About this opportunity

The Georgia Building Authority is requesting proposals for a personal panic button system for the Capitol Hill Complex in Atlanta, with a proposal due date of September 27, 2021 and a mandatory site tour on September 13, 2021. The RFP seeks to identify a single firm to design, install, and implement an integrated crisis management platform utilizing software, hardware, and wireless technology.

The system must provide complete coverage across the Georgia Legislative Office Building (175,000 sq. ft.), Georgia State Capitol (500,000 sq. ft.), 2 Capitol Square (25,000 sq. ft.), South Deck Parking Garage (1,100 parking spaces), and connecting outdoor spaces. Approximately 1,000 badges will be distributed to Georgia General Assembly members and state employees. The solution must locate individuals with sufficient accuracy to identify them without doubt and provide real-time tracking throughout covered areas. Coverage is required indoors, outdoors, and in areas with weak cellular signal, including lower parking deck levels and basement areas. The system must operate within current FCC regulations without requiring separate licensing and must communicate emergency alerts to the DPS Communication and Dispatch center on United Avenue.

The system must be operational before the end of December 2021 and must represent an industry-acceptable solution without requiring a proof-of-concept phase. Vendors are responsible for specifying badge design, size, and button specifications. The system will operate on Government Furnished Equipment including existing servers, workstations, and network infrastructure; vendors must provide any additional infrastructure such as cabling and gateways. Remote access via CAG will be provided for post-project system servicing. Integration with existing third-party systems such as access control, CCTV, or PA systems is not required but should be noted if proposed.

Five firms submitted responses: Intellisite, Centegix, Crisis Go, MGM Solutions, HQE, and T-Mobile. The Georgia Building Authority selected Centegix, LLC as the intended awardee. CAD diagrams and floor plans were due September 17, 2021. Questions were due by the proposal deadline with no extensions offered.
