About this file

This Project Questions and Answers document addresses inquiries submitted by vendors in response to the Georgia Building Authority's Request for Proposals (RFP #900-22-945) for a Personal Panic Button System. The RFP seeks a single firm to design, install, and implement a comprehensive crisis management platform utilizing wireless technology and software across multiple Capitol Hill Complex locations in Atlanta, Georgia. The system must provide complete coverage across the Georgia Legislative Office Building (175,000 sq. ft.), Georgia State Capitol (500,000 sq. ft.), 2 Capitol Square (25,000 sq. ft.), connecting outdoor spaces, and a South Deck Parking Garage with 1,100 parking spaces. Approximately 1,000 badges will be distributed to Georgia General Assembly members and state employees. The proposal submission deadline was September 27, 2021, at 12:00 PM, with no extensions offered. The selected solution must be operational before the end of December 2021 and must represent an industry-acceptable solution without requiring a proof-of-concept phase. CAD diagrams and floor plans were to be provided by September 17, 2021.

The system must locate individuals with sufficient accuracy to identify them without doubt and provide real-time tracking throughout covered areas. The solution must operate within current FCC regulations without requiring separate licensing and must communicate emergency alerts to the DPS Communication and Dispatch center on United Avenue. Coverage is required indoors, outdoors, and in areas with weak cellular signal, particularly in lower parking deck levels and basement areas. Vendors are responsible for specifying badge design, size, and button specifications while ensuring user-friendliness. The system will operate on Government Furnished Equipment including existing servers, workstations, and network infrastructure; vendors must provide any additional infrastructure such as cabling and gateways. Remote access via CAG will be provided for post-project system servicing. The GBA will provide lockable storage space for tools and materials but will not provide designated parking for installers. Integration with existing third-party systems such as access control, CCTV, or PA systems is not required but should be noted if the proposed solution includes such capabilities.

REQUEST FOR PROPOSALS

PROPOSAL # 900-22-945

PERSONAL PANIC BUTTON SYSTEM

PROPOSAL DUE DATE / TIME: SEPT 27, 2021 12:00PM

Project Questions and Answers

1. Based upon the CAD files, it looks like the GBA will expect coverage in 3 buildings plus the parking deck. Are you expecting coverage in between each of the buildings and outside of each of the buildings (walkways, court yards, additional parking areas)? Do you expect 100% coverage within each?

Yes – in the areas anyone would be traversing between the 3 buildings and the parking deck - 100% coverage is needed.

2. GBA RFP is stating "must allow for accurate location". Can you define how accurate you need the location to be (radius and frequency of updating location)?

Close enough to determine the individual, without a doubt, that needs assistance. Frequency of updating location as rapidly as system allows during a crisis event.

3. The CrisisGo solution doesn’t require our technician to go onsite nor change of existing GBA wiring. Please confirm that GBA has IT personnel to connect LoRa gateways to GBA network and place beacon (repeater) where coverage is required?

While GBA IT will be available to assist with network integration, GBA is seeking turn-key proposals.

4. Are you needing to integrate with existing 3rd party products (like PA system)? If so, can you tell us what system(s) you are currently using and available interfaces?

No. The system is not required to interface with any 3rd party products…however, if the proposed solution is capable of interfacing with any 3rd party systems this should be mentioned.

5. What is your implementation timeline? Are you wanting to do each building at the same time or separately?

The proposed solution would need to be in place and operational before the end of December. No preference on installation technique/sequence.

6. Do you want to synchronize Users management with your existing Users Database system? (AD? LDAP? ADP?)

No.

7. Due to the complexity of this design, can we get an extension on the RFP response date beyond September 27 No extensions will be offered

8. Do you prefer proprietary network designed for the use case where we would have to get license by FCC or do you prefer a shared network?

The solution should operate within current FCC regulations if required without the need to get a separate license.

9. How accurate does the indoor tracking need to be?

Close enough to determine the individual, without a doubt, that is need of assistance.

10. Does cellular coverage go to all places indoors?

Cellular signal can be weak and possibly drop in lower parking deck levels as well as basement areas within the buildings. It will be up to you to determine these borders and propose a solution to ensure coverage.

11. Are Bluetooth devices allowed in the facilities?

At this time Bluetooth device are allowed.

12. Which Audio, intercom, or PA system do they have? How is the integration?

The proposed solution will not interface with existing building annunciators. If the proposed solution has this capability, please note but is not a requirement.

13. How many floors and where can we install infrastructure?

In as many areas and floors needed to ensure complete coverage; however, as with all historical facilities care should be taken with infrastructure placement to minimize impact.

14. Do they have a PSAP or emergency comms department? How do they notify the emergency or law enforcement today?

The proposed solution will need to “communicate” the emergency to the DPS Communication and Dispatch center on United Avenue. A network path will be provided but the means of notification with need to be part of the proposal.

15. What badge are you looking for? How thick and how big is the button?

We do not have a defined parameter; as the vendor we will look to you to provide those details as part of the proposal. Keep in mind the solution will need to be user friendly.in terms of overall size and ease of use.

16. How fast do you need delivery? Can this be in two stages PoC followed by full production?

The proposed solution would need to be in place and operational before the end of December. Given these time constraints the selected solution will need to be an industry acceptable solution without a need to do a PoC.

17. Can we have access to Avigilon database to help determine where people are?

No access will be granted to the Avigilon Database.

18. Do you have Mobile network repeaters or Femto cells in the facility? Which mobile network?

No.

19. What frequencies are available? How much bandwidth is available?

Standard FCC frequencies and bands.

20. How and who needs to be notified if the panic button is activated? Screen pop, audible or radio notification?

See question 14 above.

21. Can you provide CAD diagrams for the building for ZONE planning as discussed during the walk through? Please note any existing network closets, camera or audio equipment locations and any identifiable cable paths.

Yes. They have been provided by COB September 17th.

22. Are tags to be tracked in real-time both indoors and outdoors (including the parking garage) when their wireless button is pressed?

Yes. Once activated the tag should be tracked real-time throughout the covered area.

23. Is a single tag required that can be tracked indoors and outdoors after their duress button has been pressed?

Yes. The solution should be a single tag.

24. Are the tags required to have field replaceable batteries and what is the minimum battery life required?

Field replaceable not required and no minimum battery life required.

25. What is the location accuracy required for a wireless duress call indoors?

Close enough to determine the individual, without a doubt, that is need of assistance.

26. Is there a requirement to monitor and alert everywhere indoors and outdoors when badges need their battery replaced?

The system should provide a mechanism to determine when badge batteries are weak…how this is handled should be part of the proposed solution.

27. Is the system required to interface with your access control system?

No. The system will not interface with the access control system…however, if the proposed solution is capable of interfacing with 3rd party systems this should be mentioned.

28. Is the system required to interface with your cctv system to stream video from cameras wherever an alerted tag moves to?

No. The system will not interface with the existing camera system… however, if the proposed solution is capable of interfacing with 3rd party systems this should be mentioned.

29. Is the system required to show locations on your Autocad (vector) floor and site plans?

Yes. Vector format is not required but floor/site plan CAD drawings will be provided and expected to be used as an ‘overlay’ in proposed solution.

30. Will the system operate on Government Furnished Equipment (GFE): For example, Server (virtual or hard), Workstations, and network infrastructure (network switches and associated cabling connecting buildings and parking garage)?

Yes.

31. If the system will be standalone, are vendors to provide all of the computers and network infrastructure? Including cabling between buildings?

Existing cabling and network switch access will be provided. Any additional infrastructure (cabling/switches/gateways) should be included in proposed solution.

32. Will remote access be provided to service the systems remotely upon project completion (whether on your network – CAG access, or standalone – comcast or Verizon connection)?

Yes.
