About this opportunity

Palm Beach County Board of County Commissioners is issuing Invitation for Bid (IFB) #F19-073/HS for personal care and adult day care related services through the Division of Senior Services. The County seeks to contract with a Home Health Agency or Nurse Registry to provide Licensed Practical Nurses (LPNs) and Certified Nursing Assistants (CNAs) on an as-needed, on-call, or advance-scheduled basis at two county-owned Adult Day Care facilities: Lake Worth (76-person capacity) and Palm Beach Gardens (15-person capacity). Services will support functionally impaired seniors funded through Community Care for the Elderly (CCE), Alzheimer's Disease Initiative (ADI), Home Care for the Elderly (HCE), and the Older Americans Act Title III programs. The successful bidder must submit firm, fixed hourly rates not exceeding $15.75 for CNA weekday services, $25.99 for LPN weekday services, $22.58 for CNA weekend services, and $34.13 for LPN weekend services. Required qualifications include Level II background clearance, current CPR and First Aid certification, TB testing within 45 days of assignment, applicable state licenses, dementia training within 90 days of assignment, HIPAA compliance documentation, and bilingual Spanish and English proficiency for all LPNs and CNAs. A non-mandatory pre-bid conference was scheduled for August 7, 2019, at 10:00 a.m., with bid submissions due August 22, 2019, at 4:00 p.m. The contract term is twelve months with four optional twelve-month renewal periods, contingent upon mutual written agreement and appropriation of funds. Within five business days of award notification, the successful bidder must meet with the Division of Senior Services to discuss job procedures and scheduling. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder.

The procurement documents do not identify specific set-asides or restrictions limiting the types of organizations eligible to respond. However, vendors must satisfy comprehensive federal and state compliance requirements outlined in the special contract provisions, including federal lobbying certifications, debarment status verification, E-Verify system implementation for new employees, civil rights compliance assurances, HIPAA confidentiality obligations, and background screening compliance under Florida Statutes Chapters 430 and 435. The bidder must provide Commercial General Liability insurance ($1,000,000), Business Auto Liability ($1,000,000), Workers' Compensation with Employer's Liability, and Professional Liability ($1,000,000) coverage. Vendors must maintain original service records for six years and comply with bi-weekly invoicing procedures through the Palm Beach County Board of County Commissioners Vendor Portal. The anticipated contract value for the twelve-month initial term is $163,125, with the County retaining the right to increase or decrease the amount as necessary based on service demand. The County reserves the right to designate both a primary and secondary awardee to ensure service continuity and capacity management across the two Adult Day Care facilities.
