About this opportunity
The City of Austin, in partnership with Travis County and the Ending Community Homelessness Coalition, is issuing a Request for Proposals (RFP 4710 PAT3020REBID) to procure Permanent Supportive Housing (PSH) support services for individuals experiencing homelessness in the Austin/Travis County area. The procurement seeks qualified nonprofit organizations and quasi-governmental entities to provide intensive case management, outreach and engagement, housing stability services, employment assistance, peer support, mental health services, substance use treatment services, and short-term rental assistance to eligible homeless households with disabilities. Applicants must demonstrate a minimum of two years of established experience providing the same or similar services, maintain nonprofit or quasi-governmental status, and serve a minimum of 25 unduplicated households annually with performance outcomes including retention and successful exits to permanent housing at rates of 90 percent or higher. The proposal evaluation is structured on a 100-point scale distributed across Program Design (35 points), Data-Informed Program Management Performance Measures (25 points), Experience and Cultural Competence (15 points), and Cost Effectiveness (25 points), with applicants required to submit comprehensive proposals with a 12,000-word maximum limit, proof of nonprofit status, current bylaws, and the most recently filed IRS Form 990 or 990-EZ (no older than FY2019). Proposals are due June 2, 2026, at 2:00 P.M. CST, with offers opening at 3:00 P.M. the same day, and a non-mandatory pre-offer conference is scheduled for April 28, 2026, at 1:00 P.M. via Microsoft Teams. Key requirements include compliance with the City's Living Wage Program (minimum $22.05 per hour), execution of a Business Associate Agreement to comply with HIPAA privacy and security rules, utilization of the local Homeless Management Information System (HMIS) administered by ECHO for all client tracking with monthly data quality reports maintained at 96 percent or higher compliance, and adherence to federal and local Fair Housing laws.
The procurement is restricted to nonprofit organizations and quasi-governmental entities that are current on tax compliance and free from debarment at federal, state, or local levels. Offerors must comply with the City's mandatory requirements including non-debarment certification, non-collusion attestations, wage theft ordinance compliance, good faith efforts regarding minority and women-owned business enterprise (M/WBE) engagement if using subcontractors, and various local and federal certifications related to LGBTQ+ conversion therapy prohibitions, boycott certifications, cybersecurity ownership verifications, and firearm non-discrimination certifications. The City of Austin and Travis County anticipate awarding contracts to up to three providers for an initial 12-month term beginning in 2026, with up to four additional 12-month renewal options contingent upon funding availability and contract performance. The total funding available is approximately $6.7 million over a five-year period, comprising $4.5 million from the City of Austin Homeless Strategies and Operations and $2,208,405 from Travis County Health and Human Services, with the minimum application request for 25 units of PSH at an approximate cost of $520,000 over 12 months. All contract funding is contingent upon City Council appropriation, and payments are issued within 30 calendar days of receipt of complete payment requests submitted through the City's online contract management system with supporting documentation from the grantee's accounting system on a reimbursable-based agreement structure.
