About this file

This is a Solicitation Addendum No. 1 to RFP 4710 PAT3020REBID issued by the City of Austin Financial Services in coordination with Travis County Health and Human Services and the Ending Community Homelessness Coalition for the procurement of Permanent Supportive Housing (PSH) support services. The RFP seeks qualified nonprofit organizations and quasi-governmental entities to provide intensive case management, outreach and engagement, housing stability services, employment assistance, peer support, mental health services, substance use treatment services, and short-term rental assistance to individuals experiencing homelessness. The addendum, dated May 18, 2026, clarifies that applicants must have housing subsidy vouchers tied to site-based projects but are not subject to specific timeline requirements for when projects must commence, addressing eligibility concerns for pipeline projects. A non-mandatory pre-offer conference was held on April 28, 2026, via Microsoft Teams, with proposal submissions due June 2, 2026, at 2:00 P.M. CST. The City of Austin and Travis County anticipate awarding contracts to up to three providers for an initial 12-month term beginning in 2026, with up to four additional 12-month renewal options contingent upon funding availability and performance.

The minimum application request is for 25 units of PSH at approximately $520,000 over a 12-month term; however, applicants may achieve a lower cost per unit by serving more than 25 units within the $520,000 budget. The total funding available is approximately $6.7 million over a five-year period, comprising $4.5 million from the City of Austin Homeless Strategies and Operations and $2,208,405 from Travis County Health and Human Services. All contract funding is contingent upon City Council appropriation, with payments issued within 30 calendar days of receipt of complete payment requests on a reimbursable-based agreement structure. Applicants must demonstrate a minimum of two years of established experience providing the same or similar services, maintain compliance with the City's Living Wage Program (minimum $22.05 per hour), execute a Business Associate Agreement for HIPAA compliance, and utilize the local Homeless Management Information System (HMIS) for all client tracking. The City reserves the right to negotiate award amounts with the highest-rated proposals, and the addendum document must be signed and returned with submitted proposals prior to the solicitation closing date.

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Document Changes:

1. Agreement Scope of Work, Section I – Purpose of Funding, is hereby changed to read:

The City of Austin (City) seeks responses to this Request for Proposals (RFP) from qualified social service providers (Grantees), including partnerships across multiple service providers, with demonstrated experience providing Permanent Supportive Housing (PSH) to deliver supportive services to individuals experiencing homelessness living in PSH. The City, through collaboration outlined in Section IV, is soliciting Grantees with housing subsidy vouchers that have site-based projects in the pipeline.

Agreement Scope of Work Document now reads:

I. Purpose of Funding The City of Austin (City) seeks responses to this Request for Proposals (RFP) from qualified social service providers (Grantees), including partnerships across multiple service providers, with demonstrated experience providing Permanent Supportive Housing (PSH) to deliver supportive services to individuals experiencing homelessness living in PSH. The City, through collaboration outlined in Section IV, is soliciting Grantees with housing subsidy vouchers that have site-based projects.

2.0 Questions:

(Q1) Do vendors need to submit an Agency Threshold Application prior to submitting a proposal for this solicitation?

(A1) There is no Agency Threshold Application for this solicitation.

(Q2) LifeWorks is one of the Travis County Supportive Housing Initiative Pipeline participants, with the Works III. This apartment complex does have 25 committed long-term PSH vouchers for individuals; however, the Works III is not slated to open until late 2027/early 2028. Are we still eligible to apply for funding for this site-based solicitation for Works III and associated PSH vouchers?

(A2) The Scope of Work states, “City, through collaboration outlined in Section IV, is soliciting Applicants with housing subsidy vouchers that have site-based projects ” The Scope of Work

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024 requires applicants to have housing subsidy vouchers tied to site-based projects but does not set a specific timeline for when a site-based project must begin in order to be eligible.

(Q4) If we request a certain amount, is there an opportunity for the funder to offer or negotiate an award at a lower amount than what was requested?

(A4) Yes, the City of Austin may enter into discussions with one or more Offerors submitting the highest rated proposal. For details refer to Solicitation Instructions, Section 6.6, Discussions and Proposal Revisions.

(Q5) Are costs for behavioral/mental health provider services an allowable expense under this RFP?

(A5) Please reference Question 3

(Q6) Is the minimum request amount $520,000?

(A6) The Scope of Work states, “Minimum Request: The minimum application may be for 25 units of PSH for an approximate cost of $520,000 over a 12-month term.”

(Q7) Since the RFP states that the minimum number of units served under this grant is 25 PSH units, and the minimum request amount is $520,000. Does this mean that the minimum amount per unit served is $20,800, or is a lower cost amount per unit allowable?

(A7) A lower cost per unit could be attained by applying for a $520,000 12 month budget but serving a greater number of units than 25.

2.0 The Pre-Offer Conference electronic sign-in sheet is attached.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
