About this file

This is a Solicitation Addendum (Addendum No. 1, Revised October 1, 2024) issued by Austin Financial Services - Central Procurement for the City of Austin in partnership with Travis County, modifying RFP 4710 PAT3020REBID for Permanent Supportive Housing (PSH) Support Services. The addendum clarifies that the City seeks qualified social service providers, including partnerships across multiple providers, with demonstrated experience delivering supportive services to individuals experiencing homelessness living in PSH. The RFP solicits Grantees with housing subsidy vouchers tied to site-based projects, with no specific timeline requirement for project commencement. A pre-offer conference was held on April 28, 2026, and proposals are due June 2, 2026, at 2:00 P.M. CST. The City anticipates awarding contracts to up to three providers for an initial 12-month term with up to four additional 12-month renewal options contingent upon funding availability and performance.

The minimum application request is for 25 units of PSH at an approximate cost of $520,000 over a 12-month term, though applicants may serve a greater number of units at a lower cost per unit or request higher amounts subject to City negotiation. Total funding available is approximately $6.7 million over five years, comprising $4.5 million from the City of Austin Homeless Strategies and Operations and $2,208,405 from Travis County Health and Human Services. Applicants must demonstrate a minimum of two years of established experience, maintain nonprofit or quasi-governmental status, maintain current tax compliance, and achieve performance outcomes including 90 percent or higher retention and successful exits to permanent housing. All contract funding is contingent upon City Council appropriation, and payments are issued on a reimbursable basis within 30 calendar days of receipt of complete payment requests submitted through the City's online contract management system.

2.0 Questions:

(Q1) Do vendors need to submit an Agency Threshold Application prior to submitting a proposal for this solicitation?

(A1) There is no Agency Threshold Application for this solicitation.

(Q2) LifeWorks is one of the Travis County Supportive Housing Initiative Pipeline participants, with the Works III. This apartment complex does have 25 committed long-term PSH vouchers for individuals; however, the Works III is not slated to open until late 2027/early 2028. Are we still eligible to apply for funding for this site-based solicitation for Works III and associated PSH vouchers?

(A2) The Scope of Work states, “City, through collaboration outlined in Section IV, is soliciting Applicants with housing subsidy vouchers that have site-based projects ” The Scope of Work

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024 requires applicants to have housing subsidy vouchers tied to site-based projects but does not set a specific timeline for when a site-based project must begin in order to be eligible.

(Q3) If we request a certain amount, is there an opportunity for the funder to offer or negotiate an award at a lower amount than what was requested?

(A3) Yes, the City of Austin may enter into discussions with one or more Offerors submitting the highest rated proposal. For details refer to Solicitation Instructions, Section 6.6, Discussions and Proposal Revisions.

(Q4) Is the minimum request amount $520,000?

(A4) The Scope of Work states, “Minimum Request: The minimum application may be for 25 units of PSH for an approximate cost of $520,000 over a 12-month term.”

(Q5) Since the RFP states that the minimum number of units served under this grant is 25 PSH units, and the minimum request amount is $520,000. Does this mean that the minimum amount per unit served is $20,800, or is a lower cost amount per unit allowable?

(A5) A lower cost per unit could be attained by applying for a $520,000 12 month budget but serving a greater number of units than 25.

2.0 The Pre-Offer Conference electronic sign-in sheet is attached.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
