RFP 4710 PAT3020 Summary

This is a Request for Proposals (RFP) issued by the City of Austin's Homeless Strategy Office in collaboration with Travis County and the Ending Community Homelessness Coalition to solicit proposals for Permanent Supportive Housing (PSH) Support Services. The RFP seeks qualified organizations to provide intensive case management and supportive services to individuals experiencing homelessness in the Austin/Travis County area. Applicants must submit comprehensive proposals addressing program design, client engagement, service delivery, data management, and compliance with fair housing requirements. The proposal document includes a 12,000-word maximum limit and requires responses to both unscored pre-application questions assessing fiscal and administrative capacity and scored evaluation sections totaling 100 points. Required attachments include proof of nonprofit status, current bylaws, and the most recently filed IRS Form 990 or 990-EZ (no older than FY2019).

The RFP emphasizes that this funding is intended exclusively for supportive services, with applicants expected to secure rental assistance through other funding sources. Programs must serve a minimum of 25 unduplicated households annually and demonstrate performance outcomes including retention and successful exits to permanent housing at rates meeting or exceeding 90 percent. Applicants must identify the number of PSH units, units with rental vouchers, anticipated lease-up dates, and their funding stack status. Organizations must meet specified insurance requirements, comply with federal and local Fair Housing laws, and implement data-informed program management practices with documented metrics and goals for a 12-month reporting period. The evaluation process includes assessment of program design quality, service delivery best practices, participant engagement strategies, grievance procedures, and capacity to support participant move-on to alternative housing options.
