About this opportunity

Grand Rapids Public Schools in Kent County, Michigan is soliciting sealed bids for its 2027 Paving Projects, due 11:00 a.m. on November 4, 2026 at the GRPS Facilities Building, 900 Union Avenue NE. Only prequalified bidders received contract documents. Prequalification requires either a Michigan Department of Transportation Hot Mix Asphalt/Bituminous Paving certification or submission of financial statements and experience questionnaires to VK Civil five days before bid opening.

The scope covers removal and replacement of approximately 14,000 square yards of existing asphalt with 3,200 tons of new asphalt, plus storm sewer, concrete curb and sidewalk, lighting, erosion control, and restoration at three sites: the Nutrition Building, CA Frost Middle High School, and Kent Hills Elementary School. The contractor must obtain all permits, coordinate with Consumers Energy, AT&T, DTE Energy, Charter Cable, and Comcast Communications at its own cost, and provide daily full-time on-site field supervision. Required submittals include a Form of Sworn Statement of Familial Relationship, Iran Business Relationship Affidavit, Debarment and Suspension Certification, Non-Collusive Affidavit, and Criminal Background Affidavit. A two-year warranty follows substantial completion.

Each bid requires a 5% bid bond, certified check, or cashier's check payable to Grand Rapids Public Schools, and bids bind the bidder for 60 days. The winning contractor must furnish performance and payment bonds equal to 100% of the contract sum and builder's risk insurance covering total project value. The project is financed entirely by Grand Rapids Public Schools, with no federal or state grants. No contract value is stated.

Each project is bid as a lump sum controlling price, with unit prices provided for reference only, per Addendum No. 1 issued by VK Civil. That addendum revises asphalt depths, adds bid items, and adds a $1,000 allowance for playground striping at Kent Hills. Bidders must acknowledge receipt of the addendum on page 1 of the proposal. Mobilization, bonds, permits, and insurance are capped at 5% of each project's price. The owner may award each site to a single bidder independently of other sites and reserves the right to reject any or all bids.

Construction may not begin before June 7, 2027. The Nutrition Building must reach substantial completion by July 17, 2027 and final completion by August 14, 2027. The CA Frost and Kent Hills projects must reach substantial completion by August 1, 2027 and final completion by August 28, 2027. The prebid meeting was scheduled for 10:00 a.m. on October 27, 2026 via virtual link and has passed. Contract documents incorporate AIA Document A105-2017, EJCDC C-700 (2007), and current MDOT Standard Specifications for Construction.
