About this opportunity
Douglas County Board of Commissioners is requesting bids for pavement markings on various roadways throughout Douglas County, Georgia under ITB 26-015, with bids due June 16, 2026 at 2:00 p.m. EST. All bidders must be pre-qualified with the Georgia Department of Transportation (GDOT), and all subcontractors must be registered with GDOT and maintain their qualifications throughout the contract term — this is the central eligibility filter.
The scope covers approximately 11.4 miles of roadway striping during the initial contract year, including centerlines, edge lines, lane markings, and raised pavement markers. All work must comply with current GDOT State of Georgia Standard Specifications, AASHTO guidelines, ASTM specifications, and the Manual on Uniform Traffic Control Devices (MUTCD). All materials must be sourced from GDOT Qualified Products Lists; all raised pavement markers must be of the same brand and model. Contractors are responsible for all traffic control to prevent striping materials from tracking onto vehicles and are liable for damage claims from non-hardened materials. Work must commence within 30 days of receiving a Notice to Proceed and be completed within 45 days of commencement.
The contract term runs from July through December 2026, then January 2027 through December 2027, with options to renew for three additional one-year terms. Work is scheduled and released as individual Purchase Orders. Bid prices must be firm for one year and include all labor, materials, equipment, mobilization, and traffic control costs. Contractors must maintain comprehensive insurance coverage including workers' compensation at statutory limits, general liability of at least $1 million per occurrence, automobile liability of $1 million per occurrence, and professional liability of $2 million each claim made with $3 million annual aggregate. The County reserves the right to award multiple bidders and may alternate between awarded vendors based on scheduling and performance.
Questions are due May 26, 2026 at 4:00 p.m. EST, with responses posted as addenda by June 3, 2026 at 5:00 p.m. EST. Bids must be submitted electronically through BidNet and must remain firm for 60 days following bid opening. All bidders and subcontractors must comply with federal E-Verify work authorization requirements and submit executed affidavits under O.C.G.A. 13-10-91.
