About this opportunity

The City of Phoenix is seeking sealed offers for a five-year contract for pavement marking tape through an Invitation for Bid (IFB-26-0037) issued by the Finance Central Procurement Division. The solicitation covers a comprehensive range of retroreflective preformed pavement marking materials, including pre-cut rolls, symbols, legends, and raised pavement markers in multiple colors (white, yellow, red, blue, and green), with 69 distinct line items ranging from 4" to 16" tape rolls. Vendors must have been in operation for a minimum of three years and will be required to provide unit costs for each item, with the city reserving the right to modify quantities as needed. Key procurement dates include a mandatory pre-offer conference via Webex on August 21, 2025, at 10:00am, written inquiries due by August 28, 2025, and the final bid response deadline set for September 10, 2025, at 2:00pm. The contract is anticipated to commence on or about January 1, 2026, with pricing to remain firm for the initial one-year term and potential subsequent adjustments subject to city approval.

The procurement opportunity is structured through the Procurement Professionals Alliance RFxPremier cooperative purchasing program, which may provide opportunities for disadvantaged business enterprises, though specific set-aside designations are not explicitly detailed in the documents. While no incumbent vendors are mentioned, the solicitation indicates the city anticipates considerable contract activity without guaranteeing specific purchase volumes. The contract allows for potential catalog discounts and will be executed through the City of Phoenix's OpenGov e-Procurement Portal, with technical support available via an on-site support bubble or email at procurement-support@opengov.com. The master agreement includes provisions for termination upon reaching the end of its term or through specific contractual provisions. Though precise budget ranges are not specified, the comprehensive nature of the 69-line item solicitation suggests a potentially significant procurement value for pavement marking materials across municipal infrastructure projects.
