About this opportunity

This Request for Quotation (RFQ) is issued by the City of Doral, Florida's Procurement and Asset Management Department for patriotic holiday lighting and decorative enhancements at Doral Central Park in support of an Independence Day celebration scheduled for July 4, 2026. The procurement seeks vendors to provide comprehensive lighting installations across multiple park areas, including the main entrance, eleven park pavilions, amphitheater area, two VIP sections, and the Community Center building facade. Specific deliverables include decorating eight Bismarck palms at the main entrance with red, white, and blue twinkle lights and uplighting; installing C7 LED bulbs along pavilion rooflines totaling 1,156 linear feet with decorative star clusters; lighting ten amphitheater palm trees with alternating colored uplighting; providing RGB uplights and bistro lighting in VIP areas; and illuminating the Community Center building facade (200 feet wide by 34 feet tall) with distinct red, white, and blue sections and lighting to highlight two 30-foot by 15-foot American flags. Installation and illumination must commence in early June, approximately three to four weeks prior to July 4, with removal beginning on or after July 5. Due to limited electrical outlets throughout the park, solar-powered and battery-operated lighting options are strongly preferred, with vendors required to specify estimated power and voltage requirements, battery life, and battery replacement or recharge frequency during the display period for each proposed section. Vendors must submit questions by April 29, 2026 at 12:00 p.m., with quotations due electronically through the ProcureNow portal by May 4, 2026 at 8:30 a.m. EST. Required qualifications include submission of a certificate of authorization, certificate of insurance meeting specified Commercial General Liability, Business Automobile Liability, and Workers Compensation requirements with the City of Doral listed as additional insured, proposed lead time for order completion, and a rendering for each proposed area and lighting concept.

The RFQ documents do not specify any set-aside designations or restrictions limiting responses to particular categories of organizations such as disadvantaged enterprises, minority-owned businesses, or women-owned businesses. No incumbent vendors or current contractors are identified in the available procurement documentation. The solicitation encourages vendors to conduct site visits and utilize their own photographs when preparing proposals and renderings, with reference images provided for each area to facilitate proposal development. The procurement is structured as a purchase under $50,000, establishing the maximum contract value and award threshold. Pricing must be submitted on a fixed and firm basis exclusive of federal excise taxes and Florida sales tax, with delivery on an F.O.B. destination basis with freight costs borne by the seller unless otherwise negotiated in advance. All quotations will remain fixed and firm during the contract term, and the City will formalize any award through issuance of a Purchase Order, with no orders to be fulfilled without an authorized Purchase Order.

We are currently seeking vendors for our Independence Day Celebration event at Doral Central Park. The event will take place on Saturday, July 4, and we are looking for proposals for patriotic lighting and décor enhancements throughout the park, including the main entrance, park pavilions, amphitheater area, and VIP areas.

Lighting and décor should be installed and illuminated beginning in early June, approximately 3 to 4 weeks prior to July 4. Removal of decor shall begin on or after July 5th.

For this proposal, we are looking for patriotic themed lighting elements.
