About this file

This Request for Quotation (RFQ) is issued by the City of Doral, Florida's Procurement and Asset Management Department for patriotic holiday lighting and decorative enhancements at Doral Central Park in support of an Independence Day celebration on July 4, 2026. The procurement seeks comprehensive lighting installations across multiple park areas: eight Bismarck palms at the main entrance with two design options (trunk-wrapped lights or uplighting) in red, white, and blue colors with a minimum of 24 decorative patriotic elements; eleven pavilions outlined along rooflines with red, white, and blue C7 LED bulbs totaling 1,156 linear feet with decorative star clusters; ten amphitheater palm trees with alternating colored uplighting; thirteen RGB uplights for VIP Area 1; bistro lighting and battery-operated uplights for VIP Area 2; and the Community Center building facade (200 feet wide by 34 feet tall) with distinct red, white, and blue uplighting sections highlighting two 30-foot by 15-foot American flags. Installation and illumination must commence in early June, approximately three to four weeks prior to July 4, with removal beginning on or after July 5. Vendors must submit questions by April 29, 2026 at 12:00 p.m., with quotations due electronically through the ProcureNow portal by May 4, 2026 at 8:30 a.m. EST. Vendors are encouraged to conduct site visits and submit renderings for each proposed area and lighting concept.

Pricing must be submitted on a fixed and firm basis exclusive of federal excise taxes and Florida sales tax on an F.O.B. destination basis with freight costs borne by the seller unless otherwise negotiated. All quotations remain fixed and firm during the contract term, with the City formalizing any award through issuance of a Purchase Order. Due to limited electrical outlets throughout the park, solar-powered and battery-operated lighting options are strongly preferred, requiring vendors to specify estimated power and voltage requirements, battery life, and battery replacement or recharge frequency during the display period for each proposed section. Required qualifications include submission of a certificate of authorization, certificate of insurance with specified Commercial General Liability, Business Automobile Liability, and Workers Compensation coverage with the City of Doral listed as additional insured, proposed lead time for order completion, and renderings for each area. The procurement is structured as a purchase under $50,000, establishing the maximum contract value. The RFQ documents do not specify set-aside designations or restrictions for disadvantaged enterprises, minority-owned businesses, or women-owned businesses, and no incumbent vendors or current contractors are identified.
