About this opportunity
The County of Orange, through John Wayne Airport (JWA), is issuing an Invitation for Bids (IFB #280-3006303-GL) for Passenger Survey Services for Tracking and Data. This is a firm-fixed-fee procurement for a three-year initial contract term with two optional one-year renewal periods, awarded to the lowest responsive, responsible bidder. The County seeks a qualified contractor to design, deploy, and manage a continuous passenger survey program that captures real-time feedback from travelers via the Airport's Wi-Fi system to provide actionable insights, benchmark JWA's performance against peer and national airports, and deliver strategic reporting to guide decision-making. Key deliverables include continuous Wi-Fi-based survey deployment operating 24 hours daily, 365 days per year; a secure web-based dashboard with real-time data, role-based access controls, daily updates, and multiple export formats; unlimited survey responses at no additional cost; quarterly strategic reports with one annual executive presentation; benchmarking analysis comparing JWA to peer airports; point-in-time surveys with 48-hour turnaround; and sentiment analysis on open-ended responses. Minimum qualifications require at least five years of experience conducting airport passenger surveys, demonstrated ability to provide benchmarking data across multiple airports, a proven methodology for deploying Wi-Fi or digital-based surveys at airports, capability to deliver executive-level reporting and benchmarking insights, and the ability to designate a primary point of contact for JWA. Bidders must submit electronic bids through the County's online bidding system (https://procurement.opengov.com/portal/ocgov) no later than April 3, 2026, at 4:00 p.m.; all questions must be submitted by Friday, March 27, 2026, at 4:00 p.m. The bid validity period is 365 days after the solicitation closing date, and bidders must provide firm, fixed pricing for the entire contract term with no profit increases allowed, though price decreases must automatically extend to the County.
The County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified bidders receive a 5 percent price deduction for evaluation purposes, or 8 percent if certified as both OCLSB and DVBE, with a maximum allowable preference deduction of $100,000. All bidders must comply with FAA Title VI civil rights requirements, provide proof of valid D-U-N-S and UEI numbers, submit references and past work examples demonstrating at least three previous survey programs, complete all required certifications including conflict of interest and debarment declarations, and submit a completed Levine Act Campaign Contribution Disclosure Form. Upon contract award, the selected contractor must provide certificates of insurance, a current signed W-9 form, and complete Labor and Material Payment Bond and Faithful Performance Bond requirements within seven days of notification. The contract is structured as a cooperative agreement that may be extended to other governmental and non-profit entities at the contractor's option, subject to a 2 percent administrative rebate on total sales paid to the County and quarterly reporting requirements. While no specific budget range or award value is disclosed in the solicitation documents, the contract structure is designed as a firm-fixed-fee arrangement with pricing categories for survey design and deployment, benchmarking and comparative insights, data reporting and analytics, point-in-time surveys, support services, and security and privacy measures, with additional services available at an hourly rate with prior County approval.
