About this opportunity

Sarasota County is pursuing a sole source procurement for Parts and Repair of Traffic Control Equipment through Solicitation 2024-ISS-210, specifically seeking to renew a contract with Transportation Control Systems, Inc. The procurement covers parts and repairs for specialized traffic control equipment from multiple manufacturers, including Global Traffic Technologies, Transportation Control Systems, Unipart Dorman, GE, Siemens Rugged Comm, Pelco, and Bosch ITS. The scope encompasses blankout signs, BriteLite illuminated street name signs, LED products, communication switches, push buttons, and associated traffic control infrastructure. The solicitation was released on April 24, 2024, with critical deadlines including a question submission cutoff on April 29, 2024, and a final response deadline of April 30, 2024, at 5:00 pm. Electronic submissions are mandatory through https://secure.procurenow.com/portal/scgov, with vendors required to complete an Intent to Sole Source Response form. The county reserves the right to convert to a competitive solicitation if respondents can demonstrate the ability to supply equivalent products and services.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises or small businesses. Transportation Control Systems, Inc. is currently positioned as the sole authorized dealer in Florida for the specified equipment manufacturers, based on correspondence dated March 27 and April 8, 2024. The contract duration is set for one year, from 06/09/2024 to 06/08/2025, with an estimated annual expenditure of $50,000.00. The procurement is being managed by the Sarasota County Public Works Department, with Jissel Shoemaker from the Office of Financial Management serving as the procurement contact. Supporting documentation includes letters from Bosch Security Systems and Transportation Control Systems confirming their exclusive distribution arrangement. The annual maintenance cost is anticipated to be less than $20,000, and the equipment will primarily support street signage related to safety and wayfinding. Vendors interested in challenging the sole source designation must provide comprehensive documentation demonstrating their capability to supply comparable goods and services.
