About this opportunity

The Texas Health and Human Services Commission is soliciting bids for part-time forensic psychology services at El Paso Psychiatric Center, with responses due September 29, 2026 at 10:30 a.m. Central Time and a questions deadline of September 14, 2026 at 5:00 p.m. Central Time. Bidders must hold a current Texas State Board of Examiners of Psychologist license and demonstrate a minimum of five years of relevant forensic psychology experience; either American Board of Professional Psychology specialty certification in forensic psychology or equivalent forensic training and continuing education requirements are mandatory.

The scope calls for at least one part-time forensic psychologist to provide competency-to-stand-trial and risk-for-future-violence evaluations of referred forensic patients. Work will be performed Monday through Friday between 9 a.m. and 8 p.m. Mountain Time at El Paso Psychiatric Center, 4615 Alameda Ave., El Paso, Texas, with expected hours not exceeding 10 per week. The initial contract term extends through August 31, 2029, with an option to extend up to one additional year at HHSC's discretion for continuity or transition purposes.

Pricing is submitted as firm, fixed prices on Exhibit C: flat-rate for competency evaluations and hourly-rate for risk assessments. The historical monetary value for similar services is $25,000 annually, though HHSC makes no guarantee of volume or usage. Price adjustments may be permitted during the contract term based on the Consumer Price Index, at HHSC's sole discretion. Contractors must maintain professional liability insurance of not less than $1 million and workers' compensation, commercial general liability, commercial automobile liability, and umbrella liability insurance as specified.

Bidders must submit Exhibits A, B, C, and D; documentation of financial capability and solvency; three verifiable references for similar contracts completed within the last two years; and any addendum acknowledgements. Both HHSC and the Department of State Health Services are entitled to use any awarded contract. Bids may be submitted electronically through the HHS Online Bid Room or in person at HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas, during standard business hours (8 a.m.–5 p.m., Monday–Friday, excluding state holidays).
