About this opportunity
The Colorado Department of Human Services, Office of Civil and Forensic Mental Health, Forensic Services Division, is issuing a Request for Applications (RFA) for statewide forensic evaluation services in Pueblo County and across Colorado. This is a rolling admission solicitation with applications due by June 30, 2027 at 5:00 p.m. Mountain Standard Time. The procurement seeks qualified independent contractor psychologists and psychiatrists to provide competency to proceed evaluations, restoration to competency evaluations, and mental condition/sanity evaluations for adult and juvenile defendants in Colorado's court system. Applicants must hold a doctoral degree in psychology or medicine and maintain active licensure in Colorado, and must complete a two-day orientation training at their own expense and pass a Colorado Bureau of Investigation background check. Deliverables include initial competency evaluations (priced between $1,000 to $2,000 depending on experience level and credentials, with an additional $250 available for Spanish-speaking evaluations), restoration to competency evaluations, sanity and mental condition evaluations ($2,800 to $3,800 based on experience), testimony services ($150 per hour with a four-hour preparation cap), and consultation services ($150 per hour). Contractors must maintain workload minimums of four adult competency evaluations per month (one credit each), one juvenile competency evaluation per month (1.5 credits each), and three sanity/mental condition evaluations per year (four credits each), not to exceed 16 credits per month without approval. Award decisions will be based on vendor qualifications, experience, service delivery capability, geographic availability, and willingness to travel within Colorado. Applications must be submitted electronically via a zip file to a designated Box.com email address and include completed application packages with qualifications, resume or curriculum vitae, two redacted sample reports for each evaluation type, completed rate sheets, project budget with narrative, W9 form, and signed signature page.
No specific set-asides or preferential programs for disadvantaged enterprises are indicated in the current RFA posting. The solicitation is open to qualified individual forensic psychologists and psychiatrists licensed in Colorado, as well as forensic consulting firms. Before contract execution, awarded vendors must register in CORE, obtain Secretary of State registration to do business in Colorado, register with the System for Award Management (SAM.gov), and comply with E-Verify requirements and criminal background checks as required by C.R.S. 27-90-111. The estimated contract value is $250,000.00, with the contract offering an initial term with options to renew up to five years from the original contract start date of July 2023. The RFA indicates that at least 20 applications were received for the current solicitation cycle, and vendor responses from previous fiscal years represent the incumbent base; however, no specific incumbent vendors are named in the solicitation documents. All applications must remain firm for at least 180 calendar days from the award date, the Department reserves the right to request presentations or site visits at its sole discretion, and vendors should direct questions to the Single Point of Contact, Jamie Gott, at jamie.gott@state.co.us on an ongoing basis.
