About this opportunity
The City of New Haven, Connecticut, through New Haven Public Schools (NHPS), is seeking a qualified vendor to provide part-time custodial services for 37 school and administrative buildings totaling 3,887,407 square feet. The Request for Proposal (RFP #2025-RFP-147) solicits proposals for staffing 186 four-hour part-time custodians, along with a full-time account manager, day manager, and night supervisor to perform comprehensive cleaning services. Required services include daily and periodic cleaning of classrooms, bathrooms, hallways, offices, libraries, kitchens, cafeterias, gyms, and outdoor spaces, with tasks ranging from floor maintenance and dusting to sanitization and seasonal maintenance like snow shoveling. The evaluation criteria encompass nine categories totaling 100 points, focusing on workforce diversity, organizational competence, corporate experience, staffing capabilities, cost-effectiveness, and quality assurance. Key dates include a mandatory pre-proposal Zoom meeting on March 18, 2025, at 11:00 am, with proposals due by April 8, 2025, at 11:00 am. The contract will run for one year from approximately July 1, 2025, through June 30, 2026, with potential for two one-year renewals at NHPS's discretion.
While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP emphasizes workforce diversity as an evaluation criterion. Vendors must provide comprehensive background checks for staff, ensure effective communication, and adhere to security protocols across multiple school locations. The contract does not specify a precise budget range, but the scope involves managing 186 part-time workers across 37 buildings, suggesting a significant operational investment. Contractors are expected to provide all necessary cleaning equipment, with NHPS reserving the right to consider alternative staffing structures if additional schools or properties become available. The solicitation explicitly states that no contract will be awarded solely on price, but rather on the most advantageous proposal that meets all requirements. Successful vendors must demonstrate capability to manage extensive cleaning operations, maintain safety data sheets, and potentially handle additional duties such as event setup beyond standard custodial services.
