About this opportunity
The Greater Orlando Aviation Authority (GOAA) is soliciting sealed proposals for a comprehensive Parking Guidance System (PGS) design-build project at Orlando International Airport in Orange County, Florida. The procurement seeks a contractor to design, furnish, install, and maintain a parking guidance infrastructure across multiple parking facilities, including Garages A, B, and C, and Terminal Top Parking, which collectively encompass approximately 10,794 parking spaces. The system requires advanced technological components such as camera-based vehicle detection sensors, multi-color LED occupancy indicators, dynamic signage, and a web-based management system with capabilities including license plate recognition, real-time space availability tracking, and comprehensive reporting features. A mandatory pre-proposal conference and site inspection are scheduled for August 28, 2024, at the GOAA Maintenance Facility Classroom, with sealed proposals due by 10:00 a.m. on September 30, 2024. Technical proposals will be evaluated by staff, with price proposals remaining sealed until a public opening during the Procurement Committee meeting on November 5, 2024, and the total project duration set at 730 calendar days from the Notice to Proceed.
The solicitation emphasizes small business participation, with a Minority and Women Business Enterprise (MWBE) participation goal of 10% for the design-build contract. Proposers must comply with MWBE/LDB/VBE (Minority/Local/Veteran Business Enterprise) participation requirements, which will be thoroughly reviewed by the Small Business Development Department. The project requires proposers to provide performance and payment bonds, meet specific insurance requirements, and comply with various state and federal regulations, including E-Verify and scrutinized companies provisions. While a specific total project budget is not explicitly stated, the comprehensive nature of the project suggests a significant investment in parking infrastructure technology. The evaluation will be based on multiple criteria, including qualifications, technical submittals, implementation plan, and price, with a maximum of 100 points available. The contract includes provisions for an initial implementation period, warranty, and options for five years of post-warranty service, with potential for two additional one-year extensions, indicating a long-term commitment to the parking guidance system's performance and maintenance.
